Sean Keating, 28, of Shenandoah, was charged with driving under the influence of alcohol following a traffic stop on Mahanoy Avenue in Rush Township on Oct. 20. After being stopped at 12:32 a.m. for a traffic violation, Keating refused to submit to a blood test.
