A 47-year-old man from Wapwallopen was cited for scattering rubbish after state police from the Hazleton barracks were called to a property in Banks Township.

Police said that between 8:26 p.m. July 1 and 6:15 a.m. July 2 the man illegally dumped concrete debris on the victim’s Berwick Street property.
