Schuylkill approves personnel moves

A Schuylkill County Human Resources employee will earn more while taking on more responsibilities.

Elaine Fucci, of Gordon, has worked as a senior benefits administrator. As of today, she’ll add the role of investigator to her duties.

Fucci will earn $57,723.52 a year.

The investigator position stems from a federal requirement that the county have a trained person to examine accusations of inappropriate conduct. The requirement was put in place after former county Commissioner George F. Halcovage Jr. was named in a March 2021 sexual harassment lawsuit by four women who worked in the courthouse; the women subsequently filed an additional suit for discrimination and retaliation in October of that year.

The federal Department of Justice joined the suit in May 2022, alleging the county violated the womens’ Title VII rights, based on a determination for the Equal Opportunity Employment Commission.

The DOJ handed down the mandate, among other requirements, in January 2023. The harassment suit was settled in 2025.

The county Salary Board on Wednesday approved the job description change and the salary.

In other business, the board approved wage adjustments for part-time Assistant County Solicitor Shelby Hostetter, Pottsville, to $45,714.95 annually, and for full-time Assistant County Solicitor David Rice, Middleport, to $86,052.26 annually.

The board also hired Chloe Kerner, Shenandoah, as a field appraiser in the Tax Assessment Office at $17.57 per hour, beginning May 26.

It also approved the employment of Zoe Holden, Norwegian Township, as a clerk intern in the district attorney’s office at $18 an hour, no benefits, as of May 26.

Also, Paige Koch, Schuylkill Haven, and Reilly Verdensky, Palo Alto, were hired as adult probation interns at $14.28 an hour, no benefits, as of June 1.

The county prison board also announced conditional offers of part-time employment as corrections officers to Daniel Waltz, Palmyra; Hannah Kruppenbach, Pottsville; and Craig Sterner, Cressona.

The board also changed the part-time employment of Corrections Officer Justin Lewis to full time as of June 1.
