Carbon County Court - ARD

Carbon County President Judge Roger N. Nanovic has accepted five people charged by police into the Accelerated Rehabilitative Disposition program. Acceptance into the ARD program, for first-time nonviolent offenders, does not mean the defendant has admitted guilt. People who successfully complete the program may have their records expunged.

Shana C. Collier, 41, of Lehighton, was charged by Lehighton State Trooper Michael R. Sofranko with driving under the influence of a controlled substance, first offense; possession of a controlled substance; possession of a small amount of marijuana for personal use; possession of drug paraphernalia; improper replacement of glass; improper sunscreening; careless driving; failure to use a safety belt; notice of change of name or address; and lack of an identification card in Weissport on May 23, 2025.

Nanovic accepted Collier into the ARD program for one year and ordered her to pay the $550 cost of the program. He also ordered her to surrender her driver’s license for 60 days, enroll in an outpatient treatment program, complete an Alcohol Highway Safety program, and pay a $50 monthly supervision fee.

Dale R. Biegley, 38, of Lehighton, was charged by Lehighton Borough Police Officer Joel J. Gulla with DUI of a controlled substance, first offense; DUI of a controlled substance metabolite, first offense; careless driving; limitations on driving on the left side of the road; and reckless driving on May 22, 2025.

Nanovic accepted Biegley into the ARD program for one year and ordered him to pay the $650 cost of the program, $500 in restitution, a $100 LiveScan fee, and a monthly $50 supervision fee. Nanovic also ordered Biegley to surrender his license for 60 days.

Carissa L. Giniewski, 23, of Lehighton, was charged by Lehighton State Trooper Charles P. Inserra with DUI, high rate of alcohol, first offense; DUI, incapable of driving safely, first offense; disregarding traffic lanes; speeding and careless driving in Lower Towamensing Township on Aug. 16, 2025.

Nanovic accepted Giniewski into the ARD program for one year and ordered her to pay the $450 cost of the program, a $50 monthly supervision fee, and to surrender her driver’s license for 30 days.

William Rotz, 58, of Jim Thorpe, was charged by Lehighton Borough Police Officer Bruce T. Broyles with DUI of a controlled substance, first offense; DUI of a controlled substance, schedule 1 drug, first offense; DUI of a controlled substance, schedule 2 or 3 drug, first offense; no rear lights; and having obscured plates on Nov. 24, 2024.

Nanovic accepted Rotz into the ARD program for one year and ordered him to pay the $550 cost of the program, a $100 LiveScan fee, and a $50 monthly supervision fee. Rotz was also ordered to surrender his license for 60 days and enroll in a treatment intervention group program.

Cody J. Estremera, 34, of Allentown, was charged by Lehighton State Trooper Salvador L. Melo with DUI of a controlled substance, first offense, on Sept. 4, 2025.

Nanovic accepted Estremera into the ARD program for one year and ordered him to pay the $650 cost of the program, a $50 monthly supervision fee, and to surrender his license for 60 days.
