Weatherly Borough changed leadership midyear in 2025 following an investigation into sexual harassment allegations.
In April, Mayor/Council President Paul J. Hadzick resigned after the borough hired a Philadelphia law firm to investigate claims made by four borough employees.
Council accepted Hadzick’s resignation, and the borough vacancy board in June appointed Councilman Norman Richie as the new mayor/council president, which is an elected, dual rule under Weatherly’s form of government.
Richie’s council term, which was expiring at the end of the year, was filled by Gregory Walters.
Richie, whose name was on the ballot for one of four open council seats, won reelection to council as did Walters and councilmen Vincent Cuddeford and Jeffrey Miller.
Richie’s name did not appear on the November ballot for his current role as mayor/council president. No one’s name was on the ballot for mayor/council president as required by law when a vacancy occurs.
County officials said that the election office never received official notification of that resignation or that there was newly appointed mayor, and the position was not placed on the ballot.
Voters should have elected someone in November to begin serving the remaining two years of Hadzick’s term.
Council is expected to address the process of naming a borough mayor/council president in the new year.
Council will have 30 days starting in January to fill the vacancy, and if it fails to do so, the vacancy board takes over.
If the vacancy board fails to appoint within 15 days, the position will be filled by the courts.
