Monroe commissioners award contracts

The Monroe County commissioners approved the following recently:

• Amendment No. 8 to the Consulting Agreement with KRB Consulting Services LLC for a rate of $150 per hour from Jan. 1 to Dec. 31, 2026 for water and wastewater projects at the county-owned facilities in Snydersville.

• Opioid Grants from the Opioid Settlement Funds consistent with the Opioid Settlement Agreement — Memorandum of Understanding and Agreements with Synchronicity Recovery Foundation, doing business as Sync Recovery Community, $50,000; and Path to Peace, $50,000.

• Monroe County Correctional Facility — A one-year extension, Option 2, with Securus Technologies, at 21 cents per minute with a 67.9% commission, 20% video commission and digital Mail for $2,340 per month.

• District Attorney — Agreement with Jaime Loysen and James Passmore, temporarily doing business as Auto In Motion, from Nov. 1 to Oct. 21, 2026, for $650 per month with an additional $1,100 to account for raise in property taxes to store confiscated vehicles to be paid by the Monroe County Drug Task Force.

• Carbon-Monroe-Pike Drug & Alcohol Commission — Additional $320,000 from the Substance Abuse Education Demand Reduction Fund to assist during budget impasse.

• Fiscal/Grants: Submit the Fiscal Year 2026 Local Share Account Statewide Grant for the Office of Emergency Management burn building door replacement, $54,280.

• Redevelopment Authority/Affordable Housing — Reappoint Todd Weitzmann to the Affordable Housing Board, term to expire Dec. 31, 2029.

• Area Agency on Aging — Ratify the Older Adult Services Grant agreement of $1,207,397 from Oct. 1 to June 30, 2026, for services and programs for older adults, with Concessions Solutions LLC, doing business as Ryan’s Deli, to provide meals for $7.25 per meal from Oct. 1 to Sept. 30, 2028; a contract with PurFoods LLC, doing business as Mom’s Meals, to provide in-home/home delivered meals, $6.99 per home-delivered meal with instant milk, and $7.93 for a renal or puree meal from Aug. 1 to July 31, 2028; a contract with Kellez Care Providers LLC to provide personal care and home support services, $21.50 per hour from Oct. 1 to Sept. 30, 2028; submit the FY 2025-26 Victims of Crime Act, $149,408, for the period of Oct. 1 to Sept. 30, 2026; submit the FY26 Local Share Account Monroe Tax Relief for Low Income Seniors, $1,000,000, from July 1, 2026 to June 30, 2029; submit the FY26 Local Share Account Monroe OEM Burn Building Door Replacement, $51,525, from July 1, 2026 to June 30, 2029; a Pass-Through Agreement with Woman’s Resources of Monroe County doing business as Safe Monroe for the STOP Grant; Memorandum of Understanding between Monroe County Victim Services and Safe Monroe to provide victim services.

• Homeless Assistance sub-recipient contracts for the 2025-26 Fiscal Year, Pocono Area Transitional Housing, bridge housing services, $16,470; the Salvation Army of Monroe County, emergency shelter services, $16,470; Resources for Human Development, case management, $9,448; Safe Monroe Inc., emergency shelter services, $15,000.

• Human Services Development Fund Grant sub-recipient contracts for the 2025-26 Fiscal Year, contingent on passage of the federal budget — Carbon-Monroe-Pike MH/DS, adult services, $48,000; Sights for Hope, generic services, $10,157; Pocono Services for Families and Children, children and youth, $26,000.

• CareerLink — Subrecipient agreements from July 1 to June 30, 2026, with Pocono Counties Workforce Development Board for Employment Advancement and Retention Network, $54,398.44; temporary assistance for Needy Families Youth Development, $142,011.25; Adult and Dislocated Worker Workforce Innovation and Opportunity Act Title I services, $1,848,838.44; and WIOA Title I Youth Activities, $858,964.46.

• Maintenance Department — Agreement with TK Elevator to maintain the elevator at the Loder Building from Oct. 1 to Sept. 30, 2030, $200 per month for the first year, maximum of 5% increase annually.

• Redevelopment Authority — Resignations: Sonia Wolbert and Charles Green; appoint: Jeff Gilbert, term Oct. 15 to Oct. 27, 2028; Melisa Mersini (term ending Dec. 31, 2030); Approve ACT 152 Demolition Grant Application payment for Ross Township, $10,000, for property in Saylorsburg.

• Affordable Housing Board — Resignations: Robert Brown, Rachel Burbank and William Cullen; appoint to the Affordable Housing Board, term Jan. 1, 2026, to Dec. 31, 2026: Edwin Prudencio; Amanda Valle; Jeromy Wo (term ending Dec. 31, 2029); Paul London (term ending Dec. 31, 2030).
