Lansford limits oversize vehicle parking on Dock St.

Lansford Borough Council on Wednesday agreed on oversize vehicle parking rules for Lansford residents only.

Council decided that residents will be able to park tractor-trailers and tri-axles only at the lot along Dock Street, and there will be no cost but permits from the borough must be displayed.

Existing permits will be used, and replacement permits will cost $50. No campers, boats or enclosed trailers will be allowed.

The borough is eliminating any parking of oversize vehicles at the Ashton Park pool lot.

Other approvals

In other business, council:

• Accepted the resignation of Debbie Kupres with thanks for her service to the borough for the past 12 years.

• Tabled a motion on a public comment resolution for further discussion. Council was considering having people who want to speak at a meeting fill out a form before the meeting with their name, address and topic.

People would then be called up to speak, similarly to how the Panther Valley School District handles public comment.

• Tabled approving work on an East Front Street sewer line by Joe Hutta at a cost of $19,000, which was the only quote. Two other contractors said they were not available, Councilman Joseph Butrie said.

Residents pointed out that they needed three quotes and would provide names of other contractors to contact.

• Heard from Councilwoman Jennifer Staines regarding excessive legal bills due to people contacting the solicitor, such the chairman for the Civil Service Commission, which does not have its own solicitor; Right to Know requests and the media.

• Approved Trick or Treat Night as Oct. 31 from 6 to 8 p.m.

• Approved handicapped parking requests for Annette White at 112 W. Ridge St., and Catherine Card at 25 Jones St., but tabled a request from Tracy Miller at 335 E. Bertsch St.

• Advertised for bids on 2,500 gallons of heating oil.

• Tabled a motion to have Lacey Gonzalez of LGH Accounting spend an hour to an hour and a half reviewing budget items.

• Approved Foster and Foster Actuaries and Consultants to complete an actuarial study of the borough’s pension to determine cost factors to allow police Officer Josh Tom’s part-time hours credited toward his pension under a new law. Cost is $1,000.

• Denied a change order request by Doli Contracting for the Powell Street Sewer Project. The request was to replace a manhole and add pipe at $23,000. The reason for the denial was possibly damaging additional terracotta pipes which remain intact.

• Denied a change order by the county to change the final surface fill from soil and grass to crushed stone at the 151-151½ W. Ridge St. demolition project.

• Approved a letter of agreement with county Planning Commission designating the borough’s 2026, 2027 and 2028 Community Development Grant funds to the West Ridge Street reconstruction project, which is estimated to cost $327,000. Additional funds originally allocated for demolition of the Koch Building could be added, Council President Bruce Markovich said.

• Adopted the animal ordinance.

• Tabled a motion to extend Dennis Anderson’s summer help hours by 200 due to concerns about union representation.

• Tabled a motion to take out a $2 million loan to build a new borough garage, as the borough is currently waiting for a grant on the project.

• Paid for the McDonald property repair triggered by the damage done by the streets department. The cost is $500.

• Purchased winter chains for the borough trucks at a cost of $1,420 from Service Tire.

• Voted against selling the borough’s asphalt zipper on a 3-2 vote, Butrie requested the sale due to an issue moving the equipment by the streets department, which neighboring Summit Hill stepped in to assist with.

• Purchased 3,000 snow plow ordinance signs from Vos Signs at cost of $4,430.
