E. Penn Twp. residents speak out on homeless camp

Residents of East Penn Township brought forward concerns about a homeless encampment on East Lizard Creek Road at the September supervisors meeting on Tuesday.

The encampment, which residents say has been in place for over two years, is visible on Google Earth and is located in a private alley between Holiday and South Kittatinny roads.

Residents described a well-established site with air conditioning units, propane heaters and extension cords running across the property.

Local resident Megan Markulics said the encampment is “a whole residence minus running water.”

Brian Miller added, “They’re digging trenches in the alley to divert the water from their camp to my property.”

Miller said that action poses a risk to nearby properties.

Township Manager Jillyan Sterling said, “We do have the zoning officer looking into this.”

In response to the concerns, the borough unanimously passed the “Quality of Life” Ordinance 2025-02 to help address the encampment and similar issues.

In other news, the borough council approved the annual trunk-or-treat night to be held from 4-6 p.m. Oct. 25.

Supervisors encouraged the community to come out and support the event, hoping that a strong turnout will help bring back the hayride in the future.
