Monroe County Commissioners
The Monroe County commissioners approved the following items during their meeting on Wednesday morning:
• Certificates — For the grand openings of the Pocono Services for Families and Children’s Ramsey Center and the Vault 636 Restaurant, and in honor of Jake Merritt receiving his Eagle Scout award.
• Area Agency on Aging — Personal Care/Home Support Services contracts from Aug. 1 to July 31, 2028: Beck N Call, $26.25 per hour; CareGivers America LLC, $21 per hour; Amazing Souls Home Care LLC, $19.85 per hour; Traditional Home Care LLC, $19 per hour; Personal Emergency Response Systems contracts from Aug. 1 to July 31, 2028: Connect America.com LLC (all per month with or without fall detection) — Landline, $23; cellular, $23; mobile, $30; Smartwatch PERS, $30; and CareGivers America LLC (per month with or without fall detection) — PERS Standard Landline Unit, $25; In-home/Home Delivered Meals contract with Monroe County Meals on Wheels Inc. from Aug. 1 to July 31, 2028, (all home delivered, cost per meal, with milk or juice): cold, $7.60; hot, $7.95; frozen, $8.05.
• Carbon-Monroe-Pike Drug & Alcohol Commission — Payment of $320,000 from the Substance Abuse Education Reduction Fund to assist during budget impasse due to the state budget not being approved by July 1.
• Children and Youth Services — Service agreements from July 1 to June 30, 2026: Pathways Adolescent Center Inc., contract limit of $230,000 for residential group home; Adelphoi Village Inc., contract limit of $750,000 for residential service; Drug and Alcohol Rehabilitation Services Inc., contract limit of $30,000 for supervised independent living; service agreement with Forensic Counseling Associates LLC, contract limit of $20,000 from July 1 to June 30, 2028, for evaluations and therapy.
• Solicit nominations for Monroe County Conservation District farmer director positions.
• Use of Courthouse Square by the Monroe County Republican Committee for a rally in support of Israel and the Jewish community on Sept. 21.
• Requests from Safe Monroe — Use of Courthouse Square for a candlelight vigil on Oct. 23; placing purple pinwheels around Courthouse Square for the month of October to symbolize the survivors of domestic violence; purple lights at the courthouse for the month of October to recognize Domestic Violence Awareness Month.
• Agreement with Newman Williams PC for Gerald J. Geiger Esq., $250 per hour.
• Add these vendors to the County List of Approved Vendors — Sheriff — Ben Druck Door Co., Aging — Brigida Persia.
• Fiscal/Grants — Submittal of the Fiscal Year 2025-26 State Food Purchase Program in an amount to be determined for the period July 1 to June 30, 2026; submit the Rights and Services Act and Victims of Juvenile Offenders 2025 continuation application for $154,653 from Jan. 1, 2026, to Dec. 31, 2026 (Year 2); submit and sign the 2025 Election Integrity Grant Program application for $592,569.13 from July 1 to June 30, 2026.
• Office of Emergency Management — Ratify amendment No. 1 to the Hazard Mitigation Grant Program agreement for FY2019 to extend the term of the agreement from Sept. 5 to March 20, 2028; electronically sign the Hazardous Materials Emergency Preparedness Grant with the Pennsylvania Emergency Management Agency for $34,600 from Oct. 1 to Sept. 30, 2026.
• Redevelopment Authority of Monroe County/ACT 137 Affordable Housing Board — Funding requests for the 2025 Nonprofit Grant Program requested by the Monroe County Affordable Housing Board for Family Promise of the Poconos Inc., $15,000; Shepherds Maternity House, $15,000; Pocono Area Transitional Housing, $15,000; Safe Monroe $15,000; and Habitat for Humanity, $15,000; budget adjustments to the FY2025 Monroe County Affordable Housing Trust (Act 137) Budget as requested by the Monroe County Affordable Housing Board: Increase First-Time Homebuyer Program by $69,093.04, from $100,000 to $169,093.04; decrease Nonprofit Assistance Program Line Item by $5,000, from $80,000 to $75,000; decrease Supportive Housing Assistance Program by $5,000, from $75,000 to $70,000; decrease unallocated line item by $59,093.04, from $59,093.04 to $0.
