Monroe County Commissioners
The Monroe County commissioners approved the following items this week:
• Area Agency on Aging — Personal care/home support services contracts from Aug. 1 to July 31, 2028; HL Home Care Agency LLC, $22 per hour; and Westspan Healthcare, $21.50 per hour.
• Carbon-Monroe-Pike Mental Health and Development Services — receipt of the financial schedules with an independent accountant’s report of the Healthchoices Behavioral Health Program, period ended on Dec. 31, 2024.
• Certificates — recognized Jim Vogt, a Master Watershed steward, for his 1,000 hours of volunteer service; and Anytime Fitness for its new ownership grand reopening.
• Children and Youth Services: Purchase of service agreements from July 1 to June 30, 2026: Outside In School of Experimental Education Inc., limit of $215,000, drug and alcohol treatment group home; Bancroft, limit of $500,000, residential program services; Access Services, limit of $110,000, specialized foster care; Pennsylvania Treatment and Healing, limit of $480,000, community service program; Hoffman Homes for Youth, limit of $200,000, shelter program; Families United Network Inc., limit of $50,000, focused foster care; and submittal of the Act 148 third-quarter report from March 31, totaling $13,670,529.
• Domestic Relations: Cooperative agreement to administer the Domestic Relations Department IV-D Child Support Enforcement program from Oct. 1 to Sept. 20, 2030.
• Fiscal/Grants: Local Law Enforcement Grant, $250,000 from the Pennsylvania Gaming Control Board for 2025; amend agreement for licensed software and support with CAP Systems Inc. at the rate of $787.50 per month; submittal of the Election Integrity Grant Program Post Election Report totaling $265,680.52.
• Accept proposal from Ace Hardware Home Services/Nauman to replace a water source heat pump in the Information Technology and Services office for $9,244.
• Redevelopment Authority: Act 152 Demolition Grant application payment for Stroud Township totaling $31,096.35 for property at 1264 Poplar Valley Road, East Stroudsburg.
• Tax Claim Bureau: Rental agreement with the Sherman Theater, $700 for tax sale on Sept. 8.
• Accept proposal from Schoonover and Vanderhoof Architects LLC for architectural services to renovate a portion of Pocono Township’s municipal building into a Monroe County Magisterial District Justice Office for $18,000.
• Local Economic Revitalization Tax Assistance Act resolution reauthorizing it for Middle Smithfield Township as approved by Middle Smithfield Township and the East Stroudsburg Area School District Board of Education.
• Madscripts LLC/Aphora Health to provide pharmacy consulting services to employees covered under the county health insurance plan from Sept. 1 to Aug. 31, 2026, at no cost to the county.
• Change of the Aug. 20 Salary Board meeting to 10:30 a.m. and Aug. 20 Retirement Board meeting to 1:30 p.m. on Aug. 27.
• Memorandum of Understanding with Northbound and Company, $5,000 for transportation reimbursement (Danny’s Ride Program) and Guardian Angel Recovery House, $10,000 for opioid related services, both from Opioid Settlement Funds.
• $6,500 to Rays of Hope for Addiction from Opioid Settlement Funds for the Monroe County Overdose Awareness Day Memorial Drive on Aug. 31.
