Monroe County commissioners

The Monroe County commissioners approved the following items last week:

• Payment of $1,500 from the hotel tax to Monroe County Dementia Coalition for Dementia Care Forum.

• Grant funding agreement with the Pennsylvania Commissioner for the United States Semiquincentennial, also known as America250PA, for $20,000, period to expire Dec. 31, 2027.

• Change Order with Northeast Site Contractors for $5,357.50 for additional milling, overlay and repair of stone subbase as recommended by engineer.

• Contract amendment with KUDU Creative for $41,130 for additional social media advertising, email marketing, search engine marketing and programmatic video to be paid from Opioid Settlement funds.

• Agreements paid through the Pennsylvania Counties Risk Pool safety grant: Primrose Landscaping for $6,500 to remove debris and soil, install new topsoil, level, seed and straw on Seventh Street and part of Sarah Street; and GAK Construction for $4,325 for replacement of steel door and repair of concrete curb for basement access door.

• Advertising request for proposals for Community Needs Assessment for Pike and Monroe counties; and on behalf of Area Agency on Aging for assorted professional services.

• Authorized the filing of a proposal for funds with the Pennsylvania Department of Community and Economic Development for Fiscal Year 2025 Emergency Solutions Grant for $1,021,120 for Street Outreach, Emergency Shelter, Homeless Prevention and Rapid Rehousing services; Medical Assistance Transportation Program Participation Grant Agreement and Assurance of Compliance with the Department of Human Services from July 1 to June 30, 2026.

• Chairman John Christy to sign certification documents for submission of Emergency Solutions Grant FY2025 application, including Lobbying Certification and Worker Protection and Investment Certification Form.

• An intergovernmental agreement between Monroe and Pike counties for a cost-share arrangement of 80 (Monroe)/20 (Pike) to jointly administer the Community Services Block Grant Community Needs Assessment for the years 2026 to 2029, to identify and prioritize the needs of low-income households in the region.

• Continuum of Care Grant — Rapid Rehousing FY2023 sub-recipient contract to Pocono Area Transitional Housing for $24,500 and modify the previously awarded amount to Family Promise of the Poconos Inc.

• Area Agency on Aging: Ratify the concession contract with West End Fair Association Inc. for 20 feet of space during the fair from Aug. 17 to 23 for $430; approve a professional services contract from July 1 to June 30, 2026, with Melissa Lear, registered nurse, with a contract limit of $10,000; reappoint Joan Harrison to the Advisory Council with a new term to expire on July 6, 2028; acknowledge the resignation of Barbara Van Nortwick from the Advisory Council.

• Children and Youth Services: Service agreements from July 1 to June 30, 2026, with Chester County for a secure detention center and shelter for up to $500,000; National Mentor Healthcare LLC dba Pennsylvania Mentor for up to $300,000 for foster care; Merakey Pennsylvania for therapeutic foster care for up to $200,000; Colonial Intermediate Unit 20 for truancy intervention services for up to $280,000; and budget amendment request for FY 2023-24 in the amount of $17,798,092.
