Carbon County Commissioners
The Carbon County commissioners acted on or discussed the following items during their meeting last week.
• Approved the submission of a modification to the grant application to the Pennsylvania Commission on Crime and Delinquency for pretrial assessment and diversion for the adult probation office. The modification does not change the $250,000 funding, but asks to move funds from employee benefits to personnel wages.
• Ratified a modification to adult probations Intermediate Punishment Program grant from PCCD to move funds from supplies and subrecipient budget to wages and benefits. The total budget decreases from $89,998 to $88,682.
• Approved advertising the invitation to bid for Community Development Block Grant projects in Palmerton. The projects include reconstructing Mauch Chunk Road South, from Franklin Avenue to 500 feet before Fireline Road, and Mary Ann Alley, from Tunnel to Old Mauch Chunk Road.
• Ratified the appointment of Alexis Madison Merkel as a representative for Congressman Ryan Mackenzie to fill the vacancy as a public elected official representative on the Carbon County Action Committee for Human Services Board of Directors.
• Approved a proposal with WBRE 28 news for an annual marketing campaign to recruit foster parents in Carbon County and to participate in NEPAQ children first events through June 2026 at an annual total cost of $96,000.
• Approved a proposal with Green’s Communications of Pottsville, representative for Motorola Solutions Inc., to program and install 76 P25 mobile APX radios for 16 law enforcement agencies in the county at a total cost of $465,499.56. This is funded through the Monroe County Local Share Account Grant.
• Approved an agreement with Keystone Fire and Security of Allentown to install and test two new workstations for the OSSI door control system at the correctional facility. The cost is $2,202.84.
• Approved a quote with Tyler Technologies Inc. to purchase seven time and attendance biometric readers for the controller’s office at a total cost of $18,165 and an annual cost of $3,633.
• Approved the Hazardous Materials Response Fund budget through June 30, 2026 in the amount of $6,929.
• Approved a renewal agreement with IntegraOne of Allentown for various FortiGate and FortiSwitch products in the 911, Area Agency on Aging, Archives, Children and Youth, Coroner, Emergency Operations Training Center and IT support at a total cost of $17,899.65. The renewal runs from June 26 through July 25, 2026.
• Approved the renewal of the 2025-2026 insurance with Pennsylvania Counties Risk Pool through May 31, 2026 at a cost of $609,779, which is an increase of $85,249 from last year.
• Approved awarding $17,910 from the opioid settlement fund to the coroner’s office to purchase 20 Randox drug testing kits for the MultiSTAT analyzer; as well as $10,000 to Lehighton Area School District for the Summer Building Resilience Against Vices through Education Camp. The camp is designed to target students in the hope of opioid prevention and building resilience against opioid use.
• Approved moving $6,847.91 from the North Main Lane street improvement CDBG project to the Stanley Hoffman Boulevard parking lot to cover labor and borough equipment used in the project. This is for CDBG fiscal year 2023 funds.
• Approved a three-year renewal with Maximus US Services Inc. of Richmond, Virginia, to develop Carbon County’s annual cost allocation plans for the county’s 2024 through 2026 calendar year plans at a total cost of $24,900.
• Adopted a resolution recognizing the 40th anniversary of the Bach and Handel Chorale and Festival Orchestra.
• Terminated an agreement with Eagle Wireless of Lansdale for the GPS units in the sheriff’s vehicles.
