Carbon man faces child porn charges
A Bowmanstown man is in Carbon County Correctional Facility on child pornography charges following a raid by officers Wednesday morning.
According to the affidavit of probable cause filed by Special Agents Kristin Tarud and Brian King of the Pennsylvania Office of Attorney General in the case against Brad Bowman:
A Cybertip report was made to the National Center for Missing and Exploited Children Cyber Tip Line by Microsoft on April 2. This report was first provided to the Delaware County Criminal Investigation Division and was then forwarded to the Pennsylvania Office of Attorney General, Child Predator Section.
According to the CyberTip, Microsoft reported that six files of apparent child pornography were uploaded by a user using BingImage, an AI image creator.
After Tarud viewed the filed and confirmed that they appeared to depict a child under the age of 18, engaged in sexual acts and/or pose, and are believed to be child pornography in violation of Pennsylvania Crimes Code Section 6312 — sexual abuse of children.
Microsoft captured the IP address used to upload the images of child pornography to Bing.
An intelligence analyst with the Pennsylvania Office of Attorney General conducted an online records search at the home in the 700 block of Lincoln Avenue through the database CLEAR.
On Tuesday, Tarud prepared a search warrant for the residence for electronic devices and other evidence related to the investigation.
On Wednesday, agents from the Pennsylvania Office of Attorney General and the Pennsylvania State Police executed a search warrant on the residence and encountered Bowman, 44, inside the residence.
Agents spoke with Bowman in his living room, at which time he was read his Miranda Warnings and signed a waiver of acknowledgment.
Bowman said he uses Microsoft Bing for his online search engine and intentionally searches for naked children under the age of 18 years old, specifically ages 6 to 13. After he looks at these images, he deletes the images and history because he knows it is wrong.
Tarud showed him the image that Microsoft BingImage reported and he admitted that he did see the image before.
While executing the search warrant, two devices were seized.
Bowman faces charges of sexual abuse of children and criminal use of a communication facility.
He is currently incarcerated in the Carbon County Correctional Facility in lieu of $100,000 straight bail, and scheduled to have a preliminary hearing June 23 before District Judge William J. Kissner of Palmerton.
