Monroe County Commissioners
The Monroe County commissioners approved the following items this week:
• Children and Youth Services: Service agreements from July 1, 2024, to June 30, 2026, with Dynamic Counseling Associates, limit of $20,000 for counseling services; Pathways Adolescent Center Inc., limit of $230,000 for residential group homes; BCL Partners LLC, limit of $275,000 for short term shelter; and Community Options Inc., limit of $500,000 for a group home; and service agreements, all from July 1, 2025, to June 30, 2026, with Miracle Hearts LLC, limit of $300,000 for a group home; The Children’s Home of Easton Inc., up to $325,000 for foster care; and Pinebrook Family Answers, up to $50,000 for medical foster care.
• Office of Emergency Management: Emergency replacement and repair of the HVAC unit at the Office of Emergency Management/Control Center.
• Sheriff’s Office: AES for the installation, programming and user training of Avigilon IP cameras, $53,907.
• Ratify the Budget Adjustment Report totaling $33,607 under for exterior cameras on the courthouse, maintenance, and a new flagpole on the Monroe County Administrative Building, and approve the report totaling $257,700, of which $252,000 is for Children and Youth Services and $5,000, decrease in a Loss Prevention Grant. The county had budgeted for $30,000 and received $25,000 in grant money.
• Submission of the 2024-25 PCORP Loss Prevention Grant Program applications for $27,864 to provide assorted safety items and projects to mitigate potential risk to employees and the public.
• Advertise for bids for replacement of Bridge 12 and the 2025 Bridge Maintenance Program.
• Agreement with Maximus US Services Inc. for Fiscal Years 2024 and 2025 in the amount of $8,900 per year for Cost Allocation Plan.
• Change order with Wind Gap Electric for $71,210.51 to install access controls.
• Opioid grants from the Opioid Settlement Funds consistent with the uses allowed under the Opioid Settlement Agreement — We Have a Choice Recovery House for Men LLC/Justin’s House, $500; and Recovery Revolution/No Matter What Club, $11,556.
• Add to the county list of approved vendors: Fiscal — TBF Property Management LLC and Trinity Subsurface LLC; Monroe County Correctional Facility — APB Consulting Solutions LLC.
• Amendment to the Niver Consulting and Creative Live contract for a $500 increase for additional hours on the project, increasing the contract to $2,000.
• Submit the FY25 Emergency Services Training Center Capital Grant application in the amount of $96,435.95 for the period of September 2025 to October 2026.
• Fiscal Year 2024 Intermediate Punishment Treatment Program (grant) modification in the amount of $89,999 to extend contract period to Dec. 31.
• Community Services Block Grant 2025 Sub-recipient contracts, from Jan. 1 to Dec. 31: Monroe County, total $374,444 — CSS-Shepherd’s Maternity Home, Family Promise of Monroe County, Monroe County Meals on Wheels, Pleasant Valley Ecumenical Network, Pocono Area Transitional Housing, Pocono Services for Families and Children, Resources for Human Development, Safe Monroe, Salvation Army-Housing-Emergency Services, Stroud Region OpenSpace and Recreation Commission; Pike County, total $95,356 — Center for Developmental Disabilities, Pike County Developmental Center, and Pike County Human Services.
• Community Services Block Grant 2025 for additional administrative funds, total of $8,088: CSS — Shepherd’s Maternity Home, Family Promise Of The Poconos, Monroe County Meals on Wheels, Pleasant Valley Ecumenical Network, Pocono Area Transitional Housing, Center for Developmental Disabilities (early intervention), Center for Developmental Disabilities (mental health), Pike County Developmental Center.
