Carbon County Commissioners

The Carbon County commissioners acted on the following items this month.

• Approved a service agreement for HVAC rooftop units at 76 and 44 Susquehanna St. buildings, the county administration building, archives and children and youth buildings. The contract runs from July 1 through June 30, 2026, and totals $31,140.

• Approved an agreement with Johnson Controls Fire Protection LP of Allentown to upgrade the CCTV camera system at the correctional facility. The cost is $83,462.48.

• Approved an agreement with the Commonwealth of Pennsylvania through the Department of Corrections to provide a Prison Rape Elimination Act hotline for inmates to report any allegations of sexual abuse at the correctional facility. The agreement remains in effect until Dec. 31, 2029. There is no cost to the county for the hotline.

• Approved a proposal from Patrick J. Ziroli of Milanville to conduct a PREA audit at the correctional facility at a cost of $4,000; with an additional cost of $1,000 if the facility enters a corrective action period.

• Ratified an award of funding for $600,000 from the Department of Community and Economic Development’s Multimodal Transportation Fund grant program. The money will be used for the rehabilitation of county bridge 19, located along Pine Run on Pohopoco Drive in Towamensing Township and crossing Beltzville Lake and Pine Run, as well as provides access to Beltzville State Park. The project period is in effect until June 30, 2028. The county previously received notice that it was the recipient of this grant in February.

• Ratified submissions of a request to both U.S. Sens. John Fetterman’s and Dave McCormick’s Congressional Directed Spending programs in the amount of $1,119,621, to help defray costs for replacing county bridge 4, which carries Grist Mill Drive across Quakake Creek in the Packer Township area.

• Approved an agreement to use the Franklin Township Volunteer Fire Company and catering services for a Senior Workshop hosted by PA Link at 9:30 a.m. on June 17. The facility rental fee was $300, plus $100, cleaning fee and a rate of $17 per person.

• Reappointed Robert Selert of Weatherly to a three-year term on the agricultural preservation board. Term expires April 10, 2028.

• Reappointed Harold J. Pudliner of Weatherly to a five-year term on the redevelopment authority. Term expires May 5, 2030.

• Approved a renewal of a three-year service maintenance agreement with Eaton of Raleigh, North Carolina, to provide coverage on the 911/communications battery backup unit at the 911 building. The cost is $14,827.20 and is in effect from June 12 through June 11, 2028.

• Ratified a proposal with Arthur A. Swallow Associates LLC of Allentown for survey services at the John M. and Diane M. Strockoz Farm, East Penn Township, at a cost not to exceed $3,900.

• Adopted an ordinance amending the articles of incorporation for the Carbon County Industrial Development Authority to extend the authority’s term of existence by 50 years from the approval by the Department of State.

• Approved the use of Josiah White Park by the Jim Thorpe Tourism Agency for the 2025 Fall Foliage Festival, Oct. 4 to 5, 11 to 12, 18 to 19 and 25 to 26.

• Approved a nonexclusive license agreement with Kyle S. Hoppes, doing business as Crystal View Carriage Services of New Ringgold, for the use of the county lot for departures and arrivals of a horse-drawn carriage. The agreement is for one year and automatically renews unless either party provides 30 days written notice. The payment is $560 annually.

• Adopted a resolution appointing Palmetto Posting Inc. to perform the necessary posting as required by the Pennsylvania Real Estate Tax Law for the 2025 upset tax sale and 2024 notice of return and claim notices through the tax claim bureau.

• Approved a resolution increasing the posting of notices of return and claim and sale notices fees to $60, effective June. 1.
