Monroe DA files charges against courthouse worker

The Monroe County District Attorney’s Office has filed felony and misdemeanor charges against 27-year-old Joshua Moxam, an administrative assistant at the Monroe County Courthouse. He is accused — alongside coconspirators Elijah Hargrove of Stroudsburg and Alexander Santos of Stroud Township — of engaging in a deliberate conspiracy to harass and intimidate an employee of the Sheriff’s Office.

The criminal complaint alleges that the trio targeted the victim through surveillance, direct threats, and the unlawful interception of a private phone conversation — potentially violating Pennsylvania’s Wiretap Law. Moxam, of Stroudsburg, also allegedly destroyed evidence and misled investigators during the inquiry.

Detective Tom McMahon of the District Attorney’s Office led the investigation. Moxom was fired from Monroe Count, the DA said.

Moxom, Santos, and Hargrove face charges including: intercept communications; obstruction of law; hindering apprehension; criminal use of communication facility; terroristic threats; simple assault and harassment. The preliminary hearings are scheduled before district Judge Kristina Anzini.
