Monroe County Commissioners

The Monroe County Commissioners approved the following items last week:

• Sheriff’s Office overtime report for the period ending Oct. 20 — Deputies, 13 hours; security, 78.5 hours; clerks, 3.75 hours.

• Children and Youth Services: Service agreements for the period July 1 to June 30, 2025, with Advantage Independent Living LLC, limit total to $2,500,000 for group home; the Bair Foundation of Pennsylvania, limit total to $17,000 for supportive foster care; Merakey Pennsylvania, limit total to $500,000 for therapeutic foster care; reappoint William Parrish to the Advisory Board, new term to expire Sept. 9, 2027; Pitney Bowes for state contract for postage machine for $88.59 per month from Dec. 1 to Nov. 30, 2029.

• Authorize the chief clerk to advertise for the change in meeting time for the Retirement Board on Nov. 20 to 11:05 a.m. from 1:30 p.m.

• Service agreement with AbsencePlus Administrators to provide absence management (family medical leave, disability leave, and integrated disability leave) from Feb. 1, 2025 to Feb. 1, 2027, for about $2,278 per month with a one-time implementation fee of $850.

• Add the following vendors to the county list of approved vendors: Emergency Management, John S. Paletski; Maintenance, Johnstone Supply; MCCF, Guardian Angel Recovery House; Risk Management, Dreher Insurance Agency Inc.

• Conservation District: Reappoint Craig Todd to the Conservation District board of directors, public director, new term to expire Dec. 31, 2028, and authorize submittal of the nomination to the State Conservation Commission for concurrence.

• Fiscal/Grants: Ratify authorization for Kwanza Smith, grants manager, to electronically submit the Fiscal Year 24-25 Continuing County Adult Probation/Parole Grant application for $110,386 for the period July 1 to June 30, 2025; the Monroe County Fiscal Year 24 Reentry Strategic Plan Grant contract for $14,893 to hire a consultant to create the first countywide reentry strategic plan; and the Monroe County Fiscal Year 2024-2025 Victims of Crime Act Grant agreement for $149,408 from Oct. 1 to Sept. 30, 2025.

• Professional service agreement with Melanie Snyder for $14,893 to provide a Monroe County Reentry Strategic Plan for the 2024 County Reentry Strategic Planning Grant.

• Authorize Jennifer Barclay, finance director, to electronically sign the 2024 Emergency Management Performance Grant agreement for $70, 868 for the period of Oct. 1, 2023 to Sept. 30, 2024; and to electronically sign the 2024-2025 Hazardous Materials Response Fund Grant for $6,169 for the performance period of July 1 to June 30, 2025.

• Ratify the approval for submission of the Fiscal Year 2023-24 Homeless Assistance Program/Human Services Development Fund Non-Block Grant report: HAP — $55,395; HSDF — $100,107; total — $155,502.

• Housing Authority: Ratify submittal of letter to the Monroe County Housing Authority notifying the annual review of the MCHA Five-Year Plan and have determined, based on the information submitted, that the scope of the plan has remained the same.

• Information Technology and Services: Execute a license and services agreement with Tyler Technologies for $34,904 from Dec. 1 to Nov. 30, 2025, to provide annual maintenance for the financial system.

• Computer capital purchases: Approve the purchases report dated Oct. 31 totaling $2,095.97 for a laptop for the District Attorney’s office.
