Pleasant Valley high school project on schedule
The Pleasant Valley High School renovation project is moving on schedule. The school board approve advertising for sealed bids for the additions and renovations at their meeting on Thursday evening. The project estimate is $103 million.
At their workshop meeting on Sept. 12, Arif Fazil, president of D’Huy Engineering Inc., went over the estimated costs, and said that the maximum borrowing for the high school project is about $94 million. Items such as a new athletic entrance, gym floor and bleachers, additional renovation scope, connection corridor and fuel tank removal and paving improvements were removed from that borrowing amount. The new athletic entrance is one item that is optional.
Due in part to investments and the pursuit of grants, the renovation project is expected to be fully funded by June 30, 2027, which is two years ahead of schedule. The plan also maintains the option of a maximum annual tax impact of 2% or less.
During the school board meeting on Thursday night, Sue Kresge, the president of the school board, gave an update on the Capital Improvement Plan for Director Norman Burger. He was absent from the meeting. Burger gives updates on the Capital Improvement Plan and former chairman of the Finance Committee.
“On Sept. the 18, the design team met with Chestnuthill Planning Commission,” Kresge said. “It was our second meeting and actually we did receive approval from the Planning Commission to move forward, so we will be presenting on Oct. 1 actually to the supervisors. Not sure we’ll get approval that evening, but it will come shortly.”
Kresge said the Request for Proposal for the high school renovation was reviewed earlier in the day. She said perspective contractors can do a walk through of the high school on Oct. 14, and bids will be due on Nov. 12.
“The project does remain on track and on our schedule, so hopefully we’ll have more updates as we continue on,” she said.
The school board also approved a payment of $262,331.36 from Capital Reserve Fund to KCBA architects for professional services. KCBA Architects has been working on the high school renovation project.

The following agreements, contracts and business matters also were approved by the Pleasant Valley School Board at their meeting on Thursday.
• District Investment Report — General Fund: PSDMAX, over $39 million; East Stroudsburg Savings Association, $265,528.08; Capital Reserve: PLGIT, over $1.5 million; 2018 Bond: PLGIT, over $2.1 million; 2023 Bond: PSDMAX, over $4.9 million; collateralized CD pools, $10 million; 2024 Bond: PSDMAX, over $14.9 million; and Scholarship Funds: $9,600.
• Cafeteria Fund — accounts payable for Sept. 26 (total of all payments), $50,959.51; total cafeteria assets for August, $809,601.58;
• Contracts — BerkOne — Homestead/Farmstead Application Mailing — Cost: $0.4510 per mailing with return envelope, $0.03942 per mailing without return envelope; Aveanna Staffing Services LLC — Provide health care services, not to exceed $185 per hour for one year term;
• The Curriculum and Staff Development Office approve the updated articulation agreement with Moravian University. The update clarifies that the school district will pay per credit, not per student, and;
• Memorandum of Understanding between Special Olympics Pennsylvania and Pleasant Valley School District beginning Sept. 26 through June 30, 2025, for the development of a Unified Champion Schools program at the Pleasant Valley High School.
