Carbon reduces Heritage Hill taxes
Carbon County is refunding a Weatherly business over $6,300 in taxes following a tax appeal court stipulation that lowered the assessed value of the building by a few hundred thousand dollars.
On Thursday, the board of commissioners approved two actions regarding tax years 2023 and 2024 for Heritage Hill Senior Community, owned by Care HSL Heritage Hill Propco LLC of Blue Bell.
According to the court stipulation, the property assessed value was decreased from $1,605,839 to $1,458,000 for 2023 and $1,248,000 for 2024. This means that the county’s refund to Heritage Hill is $1,774.81 for 2023 and $4,558.87 for 2024.
Based on the new values from the court stipulation, the borough and school district will also need to refund the business for 2023 in the amounts of approximately $900 and $7,590 respectively. The two entities will also need to either reimburse for 2024 or update the tax bill to reflect the new assessed amount.
Commissioner Wayne Nothstein spoke about all the tax appeals taking place, saying that the county, boroughs and school districts need to work together and take a stance against a lot of the appeals.
“Some are justified, but those that are not justified and I think are unfair to the taxpayers, I think they have to step up to the plate and get our own appraisals and take them to court if we have to,” Nothstein said.
In addition, the commissioners also approved a stipulation between the Weatherly Area School District and Carbon County Board of Assessment Appeals in the matter of a civil case filed by the school district against PNK P5 LLC of New York and the county board of assessment appeals over a 117.89-acre property in Kidder Township.
According to the suit, PNK P5 filed an assessment appeal in 2023 after the property, which consisted of five parcels along Route 940 was purchased for $9,755,460.
At that time, the assessment office listed the fair market value as $375,781 for the one parcel in question. In addition, the appellant appealed to have property tax assessments on four additional properties of this parcel, but those were not included in the appeal application to the county.
The judge decreed that the one parcel would be listed as the fair market value from the assessment office and added to the values of the other parcels.
The motion on Thursday announced the value is $2,028,162.
PNK P5 is the developer of the four proposed truck terminals along Route 940 in the township.
