Monroe County Commissioners

The Monroe County commissioners approved the following items:

• Proclamations and certificates: Christian Santos, Eagle Scout; and Daniel Perez, achievement in music production.

• Sheriff Office overtime report: Deputies, 63.50 hours; security, 114 hours; and clerks, 7.50 hours.

• Change order with Richard Pierce Builders for $9,500 for window repair, roof repair and walking mats at 701 Main Street Building.

• Agreement with TextMyGov for a three-year period for texting solutions for county departments at $15,000 per year.

• Proposal from Nauman Inc. to replace heat pump system on the fourth floor (rear office area) at 701 Main St. for $14,972. It was the lowest of three quotes.

• The third amendment with Morgan Stanley Smith Barney Financing LLC to extend their lease at 701 Main St. through Aug. 31, 2025, at a rate of $20.95 per rentable square foot through Aug. 31, 2026, and then at $21.58 per rsf through Aug. 31, 2028. Tenant’s proportionate share of operating expenses and real estate taxes payable monthly.

• Computer capital purchases: For May 30, totaling $31,683.11; and for May 31, totaling $19,324.49.

Commissioners also handled the following items:

• Elections and voter registration: Execute a three-year purchase agreement with Soch Inc./Integra to provide election assistance in the amount of $13,306 for the first year; $11,377.80 for the second year; and $11,946.69 for the third year.

• Execute a one year service agreement with PFU America Inc. to provide maintenance on scanners as part of the Clear Ballot Group contract;

• Grants: Approve submittal of the 2023 Community Development Block Grant for $675,168, and authorize the grants manager to: electronically submit the Fiscal Year 23-24 Violence Intervention and Prevention for $695,286 to continue the Community Partnership for Gun Safety Initiative; and submit the Letter of Intent for the 2024 Election Security Grant for $5,776.18.

• Human Resources: Accept proposal for $32,000 from the Archer Co. LLC. to conduct a salary survey, update the county’s classification plan, and revise classification specifications.

• Magisterial District Court: Execute a Schedule of Services and Equipment with Altronics for burglary/panic alarm system and monitoring for Magisterial District Judge Phillip Riley’s office with the installation investment of $2,136 to be paid from the PCorp Loss Prevention Grant and Standard Cell Monitoring for the year in the amount of $420.

• Office of Emergency Management: Accept a proposal from TuWay Communications to replace the defective antenna system on the VHF OES repeater at the Monroe County State Game Land 38 tower site for $9,512; ratify authorization for R.W. Masten to repair crack in corner of burn building for $350, paid by PCorp Loss Prevention Grant.

• Planning Commission: Reappoint the following people to the Northeastern Pennsylvania Alliance MPO Technical Planning committee for the term of July 1 to June 30, 2026 - Christine Meinhart Fritz, county representative; Nate Staruch county representative alternate; Roger Christman, at-large representative; Eric Koopman, at-large representative alternate; John Christy, urbanized area representative; and Robert Gress, urbanized area representative alternate.

• Redevelopment Authority: Approve Act 152 Demolition Funds of $15,030 to the West End Fire Co. for building demolition; approve the program guidelines and application for funding assistance for the Affordable Housing Grant Program beginning July 1; and approve $80,000 funding request for the 2024 Affordable Housing Grant Program - Family Promise of the Poconos Inc., $20,000; Shepherd’s Maternity House, $20,000; the Salvation Army, $20,000; and Safe Monroe, $20,000.
