State police commissioner announces trooper promotions

Pennsylvania State Police Commissioner Col. Christopher Paris, Commissioner of the Pennsylvania State Police, has announced the promotions of two members to the rank of major and four to the rank of lieutenant.

The promotions include:

• Patrick A. Beaver to the rank of major. Major Beaver is currently assigned as director of the Policy and Legislative Affairs Office.

Upon his graduation from the State Police Academy in 1999, he was assigned to Troop N, Swiftwater.

• Colette M. Smith to the rank of major and assigned her as Director of the Bureau of Forensic Services.

A native of Shenandoah, she enlisted in the state police in 2003. She is a former criminal investigator at the Troop L, Frackville and Reading stations and has served in the department’s Bureau of Communications and Information Services.

• Adam Gibson to the rank of lieutenant and assigned him as commander of the Risk Management Office in the Bureau of Integrity and Professional Standards.

He enlisted in the state police in 2005.

• Shawn M. Haines to the rank of lieutenant and assigned him as commander of the Criminal Investigation Section at Troop M, Bethlehem.

He graduated from the academy in 2006.

• Joshua L. Mrosko to the rank of lieutenant and assigned him as commander of the Records Management Section in the Bureau of Communications and Information Services.

He enlisted in the State Police in 2012.

• Brian S. Shandra to lieutenant and assigned him as commander of the Staff Services Section in the Bureau of Training and Education.

Upon graduation from the academy in 2011, he was assigned to Troop N, Lehighton. As he progressed through the ranks, he served in troops N, F, P and R.

• Kelly L. Shaffer to bureau administrative manager and assigned her to the Bureau of Training and Education.

She began her career with the state police in 2008 as a clerk typist 2 at the Bureau of Training and Education. In August 2012, she was promoted to the clerical supervisor 1 position within the clerical unit, where she served for 11 years. She was promoted to her current position on Sept. 30, 2023.
