New stores advance in Mahoning

Construction projects for new stores and a coffee shop are moving forward in Mahoning Township.

A sign has been put up where a Marshalls store plans to open, and nearby in Carbon Plaza Mall, a stand-alone Starbucks continues to make headway.

Plans also call for a credit union to be located next to the stand-alone Starbucks.

Just a little over four miles away on Route 443, a Dollar General nears completion.

Marshalls

A Marshalls store will eventually occupy the space where the former Mahoning Valley 8 - formerly Mahoning Valley Cinema - was until it closed in September at the Carbon Plaza Mall.

Victor Kelly, executive vice president of Larken Associates, which owns the Carbon Plaza Mall, said the Marshalls store is scheduled to open in the third quarter.

Marshalls is a chain of off-price department stores owned by TJX Companies, and has over 1,000 American stores.

Starbucks

In November, township supervisors agreed to sign a development agreement, stormwater management agreement, and accept the letter of credit for a stand-alone Starbucks at the site of the former PNC Bank in the Carbon Plaza Mall along Route 443. The former bank was demolished in August.

Kelly said the Starbucks should open in September.

Currently, Starbucks is inside Giant in the Carbon Plaza Shopping Center.

The Carbon Plaza Shopping Center owns the mall area. The former PNC Bank branch located on the site closed in 2021.

Credit Union

A credit union inside the Carbon Plaza Mall plans to move to a now vacant property next to the stand-alone Starbucks.

Kelly said the credit union likely won’t open for at least a year.

Township supervisors in December allowed First Commonwealth Federal Credit Union to submit plans as a combined preliminary/final plan.

The board also granted conditional final plan approval conditioned upon LTL Consultants review letter dated Dec. 6.

Kelly said First Commonwealth Credit Union would be moved from inside the Carbon Plaza to the former Country Harmony Natural Foods location at 1235 Blakeslee Boulevard Drive East. The store closed in April 2023.

According to plans reviewed by the Carbon County Planning Commission in September, a single-story, 2,614-square-foot commercial building that would house the credit union is proposed at the location. It would include drive-through aisles, a total of 18 parking spaces, and would use the revised entrance from Route 443 to a new connection to the mall.

This would mark the second time in less than a decade that First Commonwealth Federal Credit Union will move.

The Lehigh Valley based credit union moved the branch from South Seventh Street, Lehighton, into the Carbon Plaza Mall in 2018.

Dollar General

The Dollar General along Route 443 is just east of the Normal Square intersection where the former Bill’s Bakery was leveled to make room is nearing completion.

It is expected to open in early May, according to township secretary Natalie Haggerty.

In December, township supervisors approved the development agreement and stormwater operating and maintenance agreements.

That came after the board in November unanimously adopted a preconstruction agreement for Dollar General.

The plan calls for building a 10,700-square-foot store with 32 parking spaces. JLM Investments LLC is the project engineer for the project, while the site is owned by Duschak One LLC.
