Carbon County Court - ARD

Carbon County Judge Steven R. Serfass has accepted 14 people into the Accelerated Rehabilitative Disposition program.

Acceptance into the program, for nonviolent, first time offenders, is not an admission of guilt. If defendants successfully complete the program, their records may be cleared.

Juan M. Garcia-Cruz, 30, of Upper Darby, Delaware County, was charged with driving under the influence of a controlled substance, first offense, and DUI, controlled substance, impaired ability, on May 29.

Judge Serfass admitted Garcia-Cruz into ARD for one year, and ordered him to pay $600 to offset the cost of the program.

Garcia-Cruz also must pay court costs.

Gage James Hunsicker, 22, of Walnutport, was charged with DUI: highest rate of alcohol, first offense; and DUI: incapable of driving safely, first offense, on June 25.

Judge Serfass admitted Hunsicker into ARD for one year, and ordered him to pay $550 to offset the cost of the program.

Hunsicker also must pay court costs.

Colin James Jacobs, 22, of Jim Thorpe, was charged with DUI: incapable of driving safely, first offense; DUI: highest rate of alcohol, first offense; and careless driving on May 13.

Judge Serfass admitted Jacobs into ARD for one year, and ordered him to pay $550 to offset the cost of the program.

Jacobs also must pay court costs.

Judge Serfass ruled Jacobs is also allowed to carry a firearm and leave the country.

Eilien Ann Ortiz Ortiz, 42, of Budd Lake, New Jersey, was charged with DUI: high rate of alcohol, first offense; and DUI: incapable of driving safely, first offense, on Aug. 9, 2023.

Judge Serfass admitted Ortiz into ARD for one year, and ordered her to pay $500 to offset the cost of the program.

Ortiz also must pay court costs.

Eric Scott Bloom, 56, of Allentown, was charged with careless driving; DUI: Controlled substance, first offense; possession of a small amount of marijuana; possession of drug paraphernalia; speeding, and disregarding traffic lanes on Jan. 10.

Judge Serfass admitted Bloom into ARD for one year, and ordered him to pay $600 to offset the cost of the program.

Bloom also must pay court costs.

Billie Jo Shiner, 49, of Bath, was charged with DUI: incapable of driving safely, first offense; disorderly conduct; public drunkenness; and harassment on Aug. 25, 2023.

Judge Serfass admitted Shiner into ARD for one year, and ordered her to pay $600 to offset the cost of the program.

Shiner also must pay court costs.

David Harold James II, 52, of Carlisle, Cumberland County, was charged with DUI: controlled substance, first offense; DUI: controlled substance, impaired ability, first offense; disregarding traffic lanes; careless driving; and reckless driving on Nov. 11, 2022.

Judge Serfass admitted James into ARD for one year, and ordered him to pay $650 to offset the cost of the program and pay court costs.

John S. Ligenza, 58, of Jim Thorpe, was charged with DUI: high rate of alcohol, first offense; DUI: incapable of driving safely, first offense; disregarding traffic lanes; speeding; careless driving; and reckless driving on Oct. 15, 2022.

Judge Serfass admitted Ligenza into ARD for one year, and ordered him to pay $500 to offset the cost of the program and to pay court costs.

Julie Ann Walker, 51, of Jim Thorpe, was charged with DUI: controlled substance, impaired ability, first offense; DUI: controlled substance, first offense; DUI: controlled substance, metabolite, first offense; possession of a small amount of marijuana; possession of drug paraphernalia; no rear lights; and careless driving on May 24.

Judge Serfass admitted Walker into ARD for one year, and ordered her to pay $650 to offset the cost of the program and court costs.

Demar Winston Baines, 21, of Brooklyn, New York, was charged with DUI: controlled substance, schedule 1, first offense; possession of a small amount of marijuana; possession of drug paraphernalia; speeding; driving in the right lane; careless driving; not using turn signals; and having improper sunscreening on Nov. 14, 2022.

Judge Serfass admitted Bainesinto ARD for one year, and ordered him to pay $600 to offset the cost of the program and to pay court costs.

Michael Anthony Boyd Jr., 43, of East Stroudsburg, was charged with DUI: incapable of driving safely, first offense; DUI: highest rate of alcohol, first offense; driving without a license; and careless on Aug. 20.

Judge Serfass admitted Boyd into ARD for one year, and ordered him to pay $550 to offset the cost of the program and pay court costs.

Ryan Donovan Hargrave, 36, of Hazle Township, was charged by with DUI: highest rate of alcohol, first offense; DUI: incapable of driving safely, first offense; careless driving; and disregarding traffic lanes on April 15.

Judge Serfass admitted Hargrave into ARD for one year, and ordered him to pay $550 to offset the cost of the program and court costs.

DianaLee Altagracia Reyes, 21, of Hazleton, was charged with DUI: high rate of alcohol, first offense; disregarding traffic lanes; DUI: incapable of driving safely, first offense; and careless driving on April 2.

Judge Serfass admitted Reyes into ARD for one year, and ordered her to pay $500 to offset the cost of the program and court costs.

Joseph D. Urena-Pichardo, 27, of West Hazleton, was charged by with two counts of forgery; giving false identification to police; DUI: incapable of driving safely, first offense; driving while his license was suspended or revoked; driving without a license; speeding; failing to use a seat belt; and careless driving on July 23. Judge Serfass admitted Urena-Pichardo into ARD for one year, and ordered him to pay $650 to offset the cost of the program and court costs.
