West Penn Township supervisors took the following action on Monday:

• Hired Justin Frable as a full-time road employee at the rate of $25.79 an hour.

• Approved a request from the West Penn Lions Club for a special permit for the Andreas Halloween Parade, which is scheduled for 7 p.m. Oct. 18, with a rain date of 7 p.m. Oct. 19.

• Announced that trick-or-treat will be held from 5-8 p.m. Oct. 31.
