Monroe County Commissioners

The Monroe County Commissioners approved the following:

• Approved the Budget Adjustment Report dated March 9 at their meeting on Wednesday. The total is $1,857,156.

• Ratified electronic financial transactions - vouchers payable: $2,568,009.55 for the week ending March 3; and $882,106.12 for the week ending March 10; gross payroll: $1,324,778.66 for the period ending Feb. 26; health care benefits payments: Highmark Blue Cross/Blue Shield, $107,970.42 on March 1 and $147,737.21 on March 7, Geisinger, $48,587.61 on Feb. 2 and $50,587.13 on March 7, dental claims, $1,047.10 for administration fee and $3,922.50 on March 6, flexible spending account, $15.45 on Feb. 28, and Connect Your Care, $2,185.75 on March 6 and $5,328.18 on Feb. 24;

• Upcoming events at Courthouse Square: Monroe Farmers Market Egg Hunt will be held from 10 a.m. to noon on April 1; Pocono Area Transitional Housing PATH Walk will be held from 11 a.m. and 4 p.m. on May 7; and JNESO Labor Union (LVN-Pocono RN’s) will hold a rally at noon on May 11;

• Ratified a service proposal with Clear Ballot Group Inc. for $8,500 to provide election support services before and on Election Day in the County Elections Office;

• Enact an Addendum to Service Agreement with Maximus Consulting Services to extend their agreement to Aug. 31, 2025 for $17,300 for the county’s Cost Allocation Plan;

• Ratified authorization for submission of the 2023-2025 VOCA Grant to the Pennsylvania Commission on Crime and Delinquency for $157,272 and authorized the grants manager to sign electronically on behalf of the Commissioners;

• Enacted a labor agreement with Teamsters Local 773 (corrections officers) from Jan. 1, 2022 through Dec. 31, 2024;

• Added these vendors to the county list of approved vendors: Monroe County Correctional Facility - Controlled Force and ALS-PACEM Defense, and FISCAL - Pennsylvania Gaming Control Board;

• Approved capital outlay purchases on March 9 for a total of $1,461.91;

• Monroe County Correctional Facility - enacted an agreement with the Woman’s Resources of Monroe County to allow the agency to continue to provide resources to inmates regarding sexual assault;

• Monroe County Emergency Services - approved the 2023 Monroe County Emergency Operations Plan, and enacted the Pennsylvania Hazard Mitigation Program Grant agreement for the period of Aug. 6, 2022 through Sept. 5, 2025, in the amount of $157,500. It is to be used for hazard mitigation measures.

• Redevelopment Authority of Monroe County - adopted a resolution regarding the 2022 CDBG Program to allow East Stroudsburg to modify its application to delete Crystal Street improvement activities and move the funding to housing rehabilitation, and enacted a Seventh Amendment to the loan agreement with Pocono Mountains Industries to extend the loan on the IBW property in East Stroudsburg to March 1, 2025.
