Pleasant Valley approves raises for Act 93 staff

The Pleasant Valley School Board approved the Act 93 contract agreement during their meeting on Thursday evening.

The Act 93 contract covers administrative personnel such as principals, directors and supervisors; administrative support services including the police chief, supervisor of transportation, technology coordinator and accountant; central administrative assistants and payroll specialist; and police and security officers.

The salary adjustments for each school year averages out to be 3.2% annually over the next four years.

Administrative and administrative support personnel will receive 3.5% increases for the first three years and 2.9% for the 2024-2025 school year.

The salary range for the administrative professional staff for this school year goes from $82,800 for the supervisors of human resources to the $145,723 for the director of curriculum instruction and assessment. By 2024-2025, the lowest salary will be $89,097 for the director of Food Service to $148,123 for the director of curriculum instruction and assessment.

The salaries for the superintendent, assistant to the superintendent and the business manager are not part of the Act 93 agreement. Those are separate contracts.

The salaries for the administrative support personnel for this school year range from $56,925 for coordinator of child accounting to $74,526 for the technology network administrator. By 2024-2025, those two positions will continue to have the lowest and highest salary at $60,979 and $79,834.

Administrative assistants and police and security will receive 4.5% increases for the first three years and 3.4% for the 2024-2025 school year.

The salary range for the central administrative assistants is $36,092 for the confidential administrative assistant to the business manager to $53,184 for the confidential administrative assistant to the superintendent. Those salaries will continue to be the lowest and highest for 2024-2025 at $49,639 and $63,304.

The police officers will earn this school year $16.63 per hour for four years or less in the position, $18.85 for five to 10 years on the job, and $24.24 for more than 10 years of service. Come 2024-2025, they will see an increase to $17.82, $20.19, and $27.20 at each level.

For security officers, the hourly wage this year is $15.75 for entry level, $16.63 for one to four years, $17.06 for five to seven years, $18.51 for eight to 10 years, and $18.85 for more than 10 years. Their wages will increase to $16.87, $17.82, $18.27, $18.82 and $20.19 for the 2024-2025 school year.

The new contract also removed coinsurance, decreased spousal share, provided flex spending accounts for employees, and removed merit increase language. It also increased deductibles and prescription copay premium share.

Like the contracts for the teachers and supports staff drafted this spring, this contract is back dated and covers from July 1, 2022 to June 30, 2025. The personnel had been working under the terms of an expired contract that continued to be honored.

The school district held off on finalizing the Act 93 contract because it wanted to research salaries for those positions in surrounding school districts. Superintendent James Konrad said they wanted to make sure that the salaries being offered at Pleasant Valley were equitable to other school districts.

“A big part of the delay was because we took our time to create an Act 93 agreement that established a minimum and maximum range,” Konrad said. “We wanted it to be a solid foundation moving forward.”

The new contract also rolls in the police and security positions and the administrative personnel such as confidential secretaries to the directors. This new contract impacts more people, Konrad said.

Business manager Michael Simonetta said the contract incorporates all nonunion employee groups into one compensation plan. In addition to instituting a hiring salary structure for all employees, the contract also established “specific salary adjustments to attain competitive salary levels,” he said.
