Questions surround Schuylkill personnel matter

The resignation of a Schuylkill County Tax Assessment Bureau staff member left the public with more questions than answers Wednesday.

The matter surfaced at a county commissioners’ workshop meeting as officials presented a personnel report.

Among the items listed was the resignation of bureau field appraiser Melissa Goodman, effective Aug. 29.

The item was for information only; commissioners were to take no action on it.

“She is not requesting to resign,” said Commissioner Gary J. Hess.

“From what I understand, your office was contacted by her saying that she does not want to resign,” he said, referring to Human Resources Director Andrea Whalen.

“I’m just clarifying those points,” Hess said.

Whalen told Hess the resignation was a personnel matter. She offered to meet with him in private to answer his questions and give him more information.

Details of personnel matters are not made public in order to protect the privacy of employees.

Later Wednesday, Hess said he had received an email from Goodman on Tuesday, telling him she did not resign.

Asked about his meeting with Whalen, he said he now had more information that led to a better understanding of the situation. He would not make that information public.

In an interview after the meeting, Tax Assessment Bureau Chief Assessor Kent Hatter said that he submitted the personnel report listing Goodman’s resignation, but referred other questions to the Human Resources office.

Whalen did not return a phone call seeking more information.

County Clerk of Courts Maria T. Casey also addressed the resignation.

“I think you have a resignation today of a woman who did not resign,” she said.

Casey said there were no executive sessions held as required about the resignation.

Executive sessions are meetings that are not open to the public. They are held only for a limited number of reasons, among them personnel issues.

“All personnel matters must first be discussed in executive session,” she said.

Goodman did not respond to a social media message asking for comment.
