Schuylkill County Commissioners

Schuylkill County commissioners approved a number of actions Wednesday.

• The 2022 Community Development Block Grant second public hearing and 504 grievance procedure hearing to be held at 1:30 p.m. Sept. 28 in the commissioners boardroom.

• An amendment to the 2020 Emergency Solutions Grant -­ CARES Act program budget to revise the program budget.

Emergency shelter operations: $142,075, an increase of $42,075; rapid rehousing, $230,982.50, a decrease of $44,599.50, and administrative, $29,532.$.50, an increase of $2,524.50.

• An addendum to the Drug & Alcohol Agency’s 2021–2022 community prevention partnership with Berks County, doing business as Schuylkill County Nurse Family Partnership, to increase the contract cap from $347,563 to $364,244.

• A contract with Service Access And Management with a cap of $48,000 per year, or $144,000 for the 2020-2025 contract.

• A contract with Sage Action Consulting with a cap of $12,500 for 2022-2023.

• A land owner agreement with Penn State on behalf of its Master Watershed Stewards, Penn State Extension, Berks and Schuylkill counties. The agreement will help the county Parks and Recreation Department create a shrub nursery in a plot at an underutilized part of Sweetwater Lake County Park. About 60 native shrubs will be planted and maintained for educational and environmental improvement programs such as live stake plantings along creek banks in the area. This will be done at no cost to the county.

• A contract with Teleosoft for hosting services in the prothonotary and the sheriff’s offices.

The software allows communications, document management, case management and other tasks to be shared between offices.

The one-time implementation fee for both offices will be $62,000, which will be paid in four payments as milestones are reached, with an initial payment of $17,000, then three additional payments of $15,000.

Also, an annual hosting fee of $75,468 paid at the contract execution. Commissioners also approved a contract with Teleosoft for annual software maintenance fees of $23,952 for the sheriff’s department and $28,555 for the prothonotary.

• A land lease and right-of-way agreement with Dale F Clark, Elizabethville, for a communications tower to be built. The lease begins Sept. 1, and runs for 30 years with renewal options. The annual rent is $7,200.
