Man charged with drug delivery offenses that resulted in death

A Stroudsburg man has been charged by police in Monroe County with drug delivery resulting in death.

Andrew Washington, 30, is facing the charges for his role in the death of a Stroudsburg man, Keith Czerwinski, 30, also of Stroudsburg, in July 2021.

According to the Monroe County Office of the District Attorney, Criminal Investigations Division, the arrest stems from their investigation of a report of the sale and distribution of fentanyl in the 700 block of Main Street in Stroudsburg.

Police said the probe resulted in the identification of Washington as a drug dealer, selling fentanyl, cocaine and Xanax. He was previously charged with possession with intent to deliver controlled substances for undercover purchases which were made from him by the police utilizing a confidential informant on July 23, 2021, and July 26, 2021.

Police said on July 23, 2021, the day in which undercover agents bought drugs from Washington, the Stroud Area Regional Police Department was dispatched to an apparent overdose death in the 700 block of Monroe Street. Police said the death occurred a block away from where agents from the Monroe County Drug Task Force purchased suspected heroin/fentanyl bags stamped “Got Milk?” from Washington.

Police said the investigation showed Czerwinski lived at the residence with his girlfriend, Toni Boice, 22, and another roommate. During the investigation, police learned Czerwinski had ingested controlled substances the night before and had become unresponsive in the late evening and early morning hours. Police said when Boice woke she found her boyfriend lifeless. In a panic, she admitted to police she flushed evidence down the toilet and attempted to make the incident appear to be a natural cause death as opposed to a drug overdose.

In addition to arresting Washington on the drug-related death charges, police charged Boice with tampering with evidence and criminal use of a communications facility.

In a statement, the District Attorney’s office said, “These arrests are part of the Monroe County Office of the District Attorney’s efforts to combat the opioid epidemic and more specifically, a part of the efforts led by First Assistant District Attorney Michael Mancuso to hold drug dealers accountable for opioid related deaths.”
