State police at the Stroudsburg barracks cited a 36-year-old White Haven woman with harassment by communications after they were called at 11:26 p.m. Sept. 28 to the correctional facility in Hamilton Township.

The victim is a 20-year-old woman from Philadelphia.

Police said the defendant, with intent to harass and annoy the victim, repeatedly made contact with her after repeated demands to cease her actions by state police and Monroe County Correctional Facility personnel.
