Hearing for proposed solar park at drive-in postponed Plans call to demolish theater, lease land to energy company

A hearing for the potential installation of a solar generation system at the site of the Mahoning Drive-In Theater has been rescheduled.

About 25 people attended the hearing that was set to have gone before the Mahoning Township Zoning Hearing Board last week.

Board secretary Sandy Palinchak said that when a notice for a hearing is posted, it has to be visible for the public at all times, and it wasn’t, which is why the hearing couldn’t be held.

She said the hearing has been reposted, and has been rescheduled for 7 p.m. Aug. 3 at the township municipal building.

The hearing concerns the application by CF Development Penn LLC, c/o Greenskies Clean Energy LLC, which seeks relief pursuant to Sections 116-5 (uses not provided for) and/or variance of Article VIII of the township zoning ordinance.

Specifically, they seek the listed relief to allow for the installation of a 1.53 MW AC solar generation system.

The property is owned by Joseph Farruggio, who has granted Greenskies Clean Energy LLC permission to file the subject zoning application.

The property is zoned C-1 Commercial District pursuant to the township zoning ordinance.

The township’s zoning hearing officer issued a decision by letter on May 3 that a Solar Energy System for commercial electric generation is neither permitted nor denied in the C-1 zoning district.

Palinchak said the owner wants to demolish the drive-in, take down the screen and the marquee.

She said Greenskies wants to put a solar park there, and Farruggio would lease the land to them for 20 years.

The Mahoning Drive-In was established in 1949.
