Woman charged with driving under the influence following two-car crash

A woman has been charged with aggravated assault by vehicle after police said she hit another vehicle while under the influence in 2019.

According to the affidavit of probable cause filed by officer Brian Horos of the Summit Hill Police Department in the case against Lisa Carter, 62 of Lehighton:

At 2:49 p.m. May 6, 2019, Horos was dispatched to a two-vehicle crash at Laurel and White Bear Drives.

Horos arrived on scene and immediately called for EMS, fire and another police unit from Lansford to assist him because of the nature and severity of the crash.

The Pennsylvania State Police were called to do accident reconstruction because of the severity of the crash.

After the three people involved in the crash were transported to the hospital, Horos was approached by a woman who said that her daughter was a passenger in Carter’s vehicle.

The woman said her daughter is a drug user, and that she associates with known drug users.

Police examined the video footage from a nearby residence that shows that the 2015 blue Chevy Malibu Carter was driving was traveling west on East White Bear Drive and failed to stop for a posted stop sign and struck the victim.

On May 7, 2019, a subpoena was served at St. Luke’s Miners Campus for Carter’s blood, which showed that Carter was under the influence of methamphetamine, fentanyl and norfentanyl.

On May 28, 2019, a warrant was obtained by Wieboldt for the vehicle that Carter was driving, which had been in a secured facility since the time of the crash.

The investigation report that was prepared on Jan. 6, 2020, which stated that the vehicle that Carter was driving was traveling 57 mph when it traveled through the intersection and struck the victim’s vehicle.

Carter faces charges of aggravated assault by vehicle while DUI; DUI, controlled substance; driving after imbibing alcohol or utilizing drugs; careless driving; duties at stop sign; and maximum speed limits.

She is currently free in lieu of $50,000 unsecured bail, and scheduled to have a preliminary hearing June 16 before District Judge Casimir T. Kosciolek of Lansford.
