Man charged with possessing large amounts of heroin, crack cocaine
A Clinton County man has been charged with possessing large amounts of heroin and crack cocaine.
At 6:33 a.m. March 29, trooper Zachary Andress of the Pennsylvania State Police Lehighton barracks was dispatched to help a disabled motorist along Route 209 (Interchange Road) near its intersection with Airport Road in Franklin Township.
Scotch Hanning, 41, of Lock Haven, was the driver. The vehicle was turned off with no hazard lights or headlights on.
Andress asked Hanning for his license and learned that Hanning had multiple active arrest warrants out of Clinton County, according to court documents.
Andress asked for another trooper to assist with taking Hanning into custody and told Hanning the car would be towed.
Hanning grabbed multiple items from the vehicle.
Hanning showed signs of impairment and told police he smoked medical marijuana.
Hanning was in possession of about 480 packets of suspected heroin; and 280 individually packaged containers of suspected crack cocaine.
Hanning had a cigarette pack with a burned marijuana cigarette, and three razor blades were found in his wallet.
Due to Hanning having multiple arrest warrants, and the location of the disabled vehicle, field sobriety tests were not conducted on scene, and Hanning was transported to PSP Lehighton, where he refused all further tests.
Police saw track marks consistent with heroin use on Hanning’s left arm.
Hanning said he used heroin earlier in the morning.
Hanning faces charges of manufacture, delivery, or possession with intent to manufacture or deliver; driving under the influence of alcohol/controlled substance; use/possession of drug paraphernalia; intentional possession of controlled substance by person not registered; careless driving; and violating hazard regulation.
He is currently incarcerated in the Carbon County Correctional Facility in lieu of $25,000 monetary bail, and scheduled to have a preliminary hearing April 7 before District Judge William Kissner of Palmerton.
