Chestnuthill Township supervisors reorganize for 2021

Chestnuthill Township supervisors held their reorganization meeting on Monday evening.

Chuck Gould remained the chairman while Eric Snyder remained the vice chairman. Rob Baxter is the third supervisor. Other township roles remained the same from 2020: David Albright, township manager; Cathy A. Martinelli, secretary-treasurer and open records officer; David Scheller, roadmaster; and solicitor Tim McManus of Cramer, Swetz, McManus and Jordan.

Riley and Company was appointed to audit the 2020 books, which led to the approval and signing of Resolution #2021-01.

Supervisors appointed Zelenkofske Axelrod LLC as the CPA consulting firm; H.M. Beers Inc. as sewer enforcement officer; Todd Weitzmann of Weitzmann & Weitzmann & Hoffman as attorney for sewage enforcement officer; Jeryl Reinhart, alternate sewage enforcement officer; soil scientist Mark Mills of Soils Resource Limited; township engineer Chris McDermott of Reilly Associates; alternate township engineer Brick Linder of Linder Engineering; zoning and planning director Matthew Neeb; assistant zoning officer Cathy Martinelli; solicitor to the planning commission Tim McManus of Cramer, Swetz, McManus & Jordan; attorney for zoning office H. Clark Connor; zoning hearing board attorney Joseph P. McDonald Jr.; Michael B. Kaspszyk or Tom Nanovic as alternates for zoning hearing board attorney.

Other appointments included: Blue Mountain Inspection Service LLC as the building code inspector; John Mathews, economic development coordinator; Ryan Schlogl, data coordinator; and Joseph Hoffmann of Stevens & Lee, special council for bargaining agreements.

Robert Malinski was named the recycling, composting, building-grounds coordinator, and Nicholas Schoch is the assistant. The Earned Income Tax Collector is the MC Tax Collection Committee at Berkheimer. The earned income tax liaison is David Albright and the alternate is Cathy Martinelli. The deputy real estate tax collector is Linda Woehrle.

The Council of Governments representative is David Albright, and Cathy Martinelli is the alternate. The Vacancy Board is the board of supervisors and Kim Lutz. The code enforcement officers are Robert Geyer, Eric Hoffman, Robert Malinski, Michael Manfre Sr., Mike Manfre Jr., Matthew Neeb, Ryan Schlogl, Donald Zipp and David Scheller.

Eric Hoffman is the emergency coordinator. These positions were reappointed: John Murray, deputy emergency management coordinator; Ronald Fick, emergency support function; Don Zipp, operations section chief; Lisa Hoffman, planning section chief; John Burrus, planning section; Nick Caprioli, logistics section; Cathy Martinelli, finance/administration section; David Albright, public relations; Dave Scheller, public works; Eric Hoffman, fire chief; Don Zipp, fire marshal; and the fire police are Mike Manfre Sr., Jeffrey Knitter, Raymond Achey, Salvatore Sacco, Vincent Cefarello, William Koehler and Angelo Rizzo.

Eric Snyder was appointed as the supervisors’ voting delegate. Rob Baxter was appointed the historical society liaison.

Chuck Gould, Rob Baxter, Mark Heckman, William Altemose and Bill Gethen were reaffirmed for the agriculture area advisory committee.

Jim Serfass and Jerry McGuigan were reappointed to the zoning hearing board. Larry Smith was reappointed to the planning commission. Eric Snyder was reappointed to the West End Park & Open Space Commission.

Chuck Gould and Rob Baxter were reappointed to the CJERP regional planning commission. Cathy Martinelli was appointed the CJERP regional recording secretary. Jim Fareri was reappointed as the CJERP solicitor on behalf of Chestnuthill Township. Karen Hayes was appointed to the CJERP regional building code board of appeals. Jim Fareri was appointed as the CJERP regional joint building code board of appeals solicitor.

Supervisors approved the employees’ mileage reimbursement, which is the IRS rate of 56 cents per mile.

Board meetings will remain on the first and third Tuesday of each month unless otherwise advertised. Plans will be reviewed at the first meeting of each month. Work sessions are scheduled for Mondays at 8 a.m. Department head meetings will occur Mondays at 8 a.m.

The supervisors authorized Cathy Martinelli and David Albright to pay bills on due dates to avoid late fees, along with payroll.

Supervisors authorized Dave Scheller to hire part-time winter snowplow drivers as needed.

In other business

• Supervisors held a brief business meeting, in which they approved a proposal for Eckert Seaman Attorneys to represent the board in connection with the issuance of a General Obligation Note with a local bank, for the Emergency Service Facility. The amount is $14,500 and the minor reproduction costs should not exceed $1,500.

• The supervisors meeting on Jan. 19 is to be determined.
