Summit Hill passes budget with no increase

Summit Hill residents won’t have any municipal tax increase in 2021.

The borough council on Monday gave final approval to a budget that retains the budget at 18.5 mills. This includes 16.5 mills for general purposes, 1.5 mills for street lighting and a half mill for fire allocation.

The budget also calls for a slight decrease in annual trash collection fees. The new rate for 2021 is $195 per year for each residency.

Other matters

• A letter of resignation from council member Gregory Kosciolek was accepted. The resignation becomes effective Dec. 31.

Council will accept letters of interest for the vacant position at the borough hall until 4 p.m. on Jan. 25. The council meets that evening at 7 p.m.

• The council agreed to apply, on behalf of the Diligence Fire Company, for a Local Share Account grant from the Pennsylvania Department of Community Affairs in the amount of $217,500 to be applied toward the purchase of a new pumper/tanker.

• Council also will apply for an LSA grant in the amount of $65,000 to purchase a new police cruiser and an automatic license plate reader.

• An ordinance regulating fireworks in the borough was approved unanimously.

• A letter of resignation was accepted from part-time police officer Michael Leighton. The council said it advertised for part-time officers and so far has received only one application.

• Council member David Wargo said there was over $32,000 more in tax revenue collected in 2020 than in the previous year. He said the delinquent tax collector for 2020 was Portnoff and Associates.

• Wargo said the borough has a new trash collector, County Waste, for 2021. The new trash collection date will be on Thursdays starting in January. He said a letter is being sent to all residents of the borough advising that trash collection rules will be the same as they have been, except that there won’t be separate recycling.

He also said that ashes must be placed in cans and not in bags for safety reasons.

• A new three-year contract with the police department was approved. It must still be ratified by the police.

• Council will continue meeting on the fourth Monday of each month, except for November and December, in 2021. The meetings begin at 7 p.m.
