Schuylkill County, Pottsville officials to discuss impasse

Wednesday Schuylkill County and Pottsville officials will meet about the real estate tax impasse.

County Treasurer Linda Marchalk said the 11 a.m. meeting is at the courthouse. County Administrator Gary Bender, Marchalk and First Assistant County Solicitor Glenn Roth will attend for the county. Mayor James T. Muldowney, City Administrator Thomas A. Palamar and Ian Lipton, head of the Pottsville Parking Authority, are also attending.

Commissioners are invited.

“I am hopeful that we can reach a resolution, but that is up to the city,” Roth said, adding he didn’t know if another meeting would be needed.

The city and the county are at odds over what is owed for the city collecting taxes for the county. As of Nov. 9, the county owed the city $73,000, council member Mark Atkinson said previously. The county has not paid the city at all this year for the services it provided.

City council showed its frustration by passing a resolution earlier this month withholding payment of tax revenue until it is reimbursed for salary and expenses required to be paid per state law.

Marchalk said previously she has received invoices for work. She said the county knows it has to pay but wants a more thorough accounting of costs.

Marchalk said before she could not issue payment because a “contract” was not updated. She was likely referencing a letter dated Feb. 5, 2015, that sets the salary increase for the tax collector for 2016-19. Bender said previously there is no current contract, because a list of job descriptions wasn’t provided,

Atkinson said the time for the county to dispute what is owed had passed.

Commissioners’ Chairman Barron “Boots” Hetherington and Commissioner Gary Hess said they were unaware previously of the situation.

Hess said Wednesday the time for an agreement is near.

“It should not be us against them. I’m just disappointed that it got down to this point,” Hess said of the meeting he will attend.

Wendy Shlanta, executive secretary to Bender, said no action will occur at the meeting.

“It’s just discussion,” she said of the meeting, which she scheduled at the request of Bender.
