Schuylkill commissioners approve resolution to seek grant

The Schuylkill County Commissioners approved a resolution last week to apply for $488,335 Emergency Solutions Grant for COVID-19 relief money.
Schuylkill Women in Crisis ($47,700), Servants to All ($58,300), Catholic Charities ($45,138) and Schuylkill Community Action ($292,371) would receive the funds.
Approval was also given for grant requests to the Pennsylvania Commission on Crime and Delinquency.
Commissioners voted for the district attorney’s office to apply for a $99,000 grant for coronavirus emergency supplemental funding through the PCCD for privacy screens, and to submit a $135,000 intermediate punishment treatment program grant to the PCCD for fiscal year 2020-2021 for the county Department of Drug & Alcohol.
In other business
• Commissioners approved a service agreement for $6,227,656 between the county and Service Access and Management Inc. for mental health, intellectual disabilities and early intervention services. The period covers July 1 through June 30, 2021.
• The county extended the recyclables materials supply agreement with Cougles Recycling Inc., Hamburg extending the date to Dec. 31, 2020.
• Commissioners approved the sale of nine repository sale bids in Mahanoy City, South Manheim and Wayne townships. They also voted to purchase a firewall appliance from Shadow Technologies for $16,868.40 that will increase bandwidth to accommodate technological needs.
• Work on a structurally deficient bridge is the county will go out for bid soon. Commissioners approved the advertising of bids for county bridge 103, Old Mill Road over Catawissa Creek in East Union Township.
• Bids are due by 3 p.m. Aug. 31. They will be publicly opened 9 a.m. Sept. 2 with a tentative award date of Sept. 9.
• County engineer Lisa Mahal said the two-lane T beam concrete bridge, built in 1927, has been deemed structurally deficient for about 10 years since some of the beams started to deteriorate due likely to salt application. The bridge is 72 feet long and 24 feet wide.
“It’s weight restricted due to the deterioration,” she said.
A weight limit of 21 tons or a combined limit of 28 tons is permitted on the bridge, which sees an average daily traffic of 200 vehicles, Mahal said.
“This project was out for engineering since 2017,” she said.
Work could start later this year. The dimensions of the bridge will remain the same.
