Three charged at vehicle stop

McAdoo Police charged three men following a vehicle stop by McAdoo police on March 1 about 10:19 p.m.

Police stopped a vehicle for faulty equipment. The vehicle had four occupants, three were identified as Regina Cepin, 32, of Hazleton, James Davis Jr., 28, of West Hazleton, and Felix Enrique Rivas, 21, of McAdoo.

Police spoke to Rivas, a back seat passenger, who pulled out a needle from his pocket when asked if he had anything illegal on him.

He was taken into custody and searched. Recovered was a small black digital scale, an eye glass type container filled with empty wax packets commonly used to package heroin/fentanyl, and a cloth zippered pouch with more empty wax packets.

Davis was another back seat passenger and was asked to get out of the vehicle. An iPhone was found under the seat. He admitted the phone, and a needle, were his.

Cepin was a front seat passenger. A search of the vehicle revealed a long glass pipe with burn marks along with a used needle in Cepin’s purse. On the passenger side floor was a black and silver plastic box used to package heroin/fentanyl. Inside the box were a multitude of used and unused needles, numerous empty tips, and a small plastic bag with a small amount of suspected marijuana among other items.

Cepin was taken into custody and admitted the pipe was hers to smoke methamphetamine but denied the plastic box was hers.

It was also learned that Davis had several bench warrants for his arrest out of Luzerne County and Cepin was found to have an arrest warrant out of the Attorney General’s office.

Davis and Cepin were taken to the county prison in Pottsville on the outstanding warrants. Rivas was released.

Cepin was charged with two counts of possession of drug paraphernalia and possession of a small amount of marijuana. Rivas was charged with two counts of possession of drug paraphernalia. Davis was charged with one count of possession of drug paraphernalia.
