Monroe officials seek man on human trafficking charges

The Monroe County Office of the District Attorney, Criminal Investigations Division is seeking the public’s assistance in locating Stephen Higgins. There is an active warrant for Higgins for charges relating to involuntary servitude, human trafficking and promoting prostitution.

Higgins was last seen at a hotel in Tannersville operating a rental car with Illinois plate BD36195, the vehicle is a grey 2018 Kia Optima.

This warrant was issued after an investigation was initiated which resulted from an undercover operation at a Tannersville hotel.

On July 17, 2019, detectives came into contact with a 19-year-old woman of sex trafficking. Throughout the course of the investigation detectives learned that she was working under the direction and control of Higgins. The investigation and attempts to locate other victims is ongoing.

This investigation is a part of the Monroe County Office of the District Attorney’s ongoing efforts to combat sex trafficking and the sexual exploitation of individuals.

The victim in this case has been placed in a secure location and detectives are working to find her long term placement and rehabilitation specifically designed for victims of sex trafficking.
