Woman facing drug counts after overdose incident

A Monroe County woman is facing drug charges following a drug overdose incident.

Around 2:04 p.m. on Nov. 21, Pocono Mountain Regional Police officers responded to the entrance of Stillwater Estates in Pocono Summit, Tobyhanna Township, for a man overdosing on heroin. Officers found David Van Horn, 55, of Kunkletown, unresponsive in the back seat of a vehicle.

The police investigation revealed that Van Horn had purchased 40 bags of heroin from Shance Armstrong-Woods, 34, of Scotrun. During the purchase Armstrong-Woods was in the company of a male juvenile. The investigation further revealed that Armstrong-Woods was back in Tobyhanna Township and would be delivering 100 bags of heroin.

Armstrong-Woods was taken into custody. Police later conducted a search of her residence and an additional 210 bags of heroin were found.

She was charged with possession with intent to deliver a controlled substance, endangering the welfare of a child, criminal use of a communication facility, all felonies; and possession of a controlled substance and tampering with evidence, both misdemeanors. She was arraigned before a district judge and remanded to the county prison in Snydersville after failing to post $100,000 bail.

The police report did not give any other information on Van Horn or if the juvenile was charged.
