Carbon County court — ARD

Carbon County Judge Steven R. Serfass on Thursday placed four people charged with driving under the influence into the Accelerated Rehabilitative Disposition program.

If they successfully complete the program, which is for nonviolent, first-time offenders, their records may be expunged.

In addition to the terms of the program, participants were also ordered to pay court costs and fees.

Shukri Y. Abdulla

, 25, of Astoria, New York, was charged by state police at Fern Ridge with driving under the influence on July 19, 2015, on Route 903, Kidder Township.

His blood alcohol content was 0.10. The threshold for impaired driving is 0.08.

Serfass accepted Abdulla into ARD for one year, and ordered him to pay $650 to help offset the cost of the program.

Abdulla, whose license is suspended for 60 days, was also ordered to perform 50 hours of community service and complete Alcohol Highway Safety School.

Thomas E. Harleman

, 59, of Kresgeville, was charged by state police at Lehighton with driving under the influence on Feb. 3 on Covered Bridge Road, Lower Towamensing Township.

His blood alcohol content was 0.11.

Serfass accepted Harleman into ARD for one year, and ordered him to pay $500 to help offset the cost of the program.

Harleman, whose license is suspended for 30 days, was also ordered to perform 50 hours of community service and complete Alcohol Highway Safety School.

Jason A. Sitarchyk

, 37, Kunkletown, was charged by state police at Lehighton with driving under the influence on Trachsville Road, Towamensing Township, on April 20.

His blood alcohol content was 0.30.

Serfass accepted Sitarchyk into ARD for one year, and ordered him to pay $550 to help offset the cost of the program.

Sitarchyk, whose license is suspended for 60 days, was also ordered to perform 50 hours of community service and complete Alcohol Highway Safety School.

Francisco M. Capinha

, 70, of Palmerton, was charged by state police at Lehighton with driving under the influence on Dec. 13, 2016, on Route 248 at Palmerton.

His blood alcohol content was 0.19.

Serfass accepted Capinha into ARD for one year, and ordered him to pay $550 to help offset the cost of the program.

Capinha, whose license is suspended for 60 days, was also ordered to perform 50 hours of community service and complete Alcohol Highway Safety School.

Non-DUI ARD admission

Chastity A. Yatsko

, 26, of Tamaqua, was charged by Lehighton police with tamper with or fabricating evidence on April 12 in the 200 block of South Third Street, Lehighton.

Police stopped a vehicle she was in, and found heroin.

Serfass accepted Yatsko into ARD for one year, and ordered her to pay $450 to help offset the cost of the program.

Yatsko was also ordered to perform 50 hours of community service and to complete a drug and alcohol evaluation and comply with any recommendations.

Shelby L. Rex

, 20, of Lehighton, charged by Lehighton police on June 3 with possession of a controlled substance, marijuana and paraphernalia.

Serfass accepted her into ARD for one year, and ordered her to pay $450 to offset the costs of the program. He also ordered Rex to perform 50 hours of community service and to undergo a drug and alcohol evaluation.
