Lehigh man faces additional charges of animal neglect

A Lehigh County man previously convicted of neglecting animals once again faces allegations that he kept animals in unsanitary conditions.

The Lehigh County District Attorney's office announced charges Monday against 49-year-old Derbe Eckhart, of the Germansville section of Heidelberg Township.Eckhart faces six misdemeanor charges and 52 summary offenses stemming from a May 5 raid on the farm where he lives. Two of the animals were euthanized by authorities after a raid in May.Eckhart and a partner previously operated a kennel at that site. "Hidden Hill Farm," was shut down by the state in 2014.A Pennsylvania SPCA police officer, Kelsey Beam, and a veterinarian, Dr. JoEllen Bruinooge, allegedly observed numerous animals living in unsanitary conditions, according to a press release from the Lehigh County DA.An unspecified number of animals required medical treatment. In May, the SPCA said they had taken eight dogs, 35 cats and five horses from the property. It's unclear how many belonged to Eckhart.According to the search warrant issued before the raid, animals had been observed living in their own waste. Police said they believed there were cats with ringworm, goats with pink eye, and animals with intestinal diseases such as giardia. One dog and a few horses were reported to be underweight. The animals were reportedly transported to PSCPA facilities in Philadelphia and Danville to be assessed and treated.Eckhart was found guilty of dog law violations in 2009, and served 10 months in Lehigh County Prison as a result. Those violations occurred at a farm he and the same partner, Bryan Smith, operated near Emmaus, known as "Almost Heaven" farm.He was previously convicted of violations relating to a kennel in Carbon County nearly 30 years ago.
