Law enforcement officials in Monroe County concentrated efforts last week to crack down on prostitution activity in the county, resulting in several arrests, including a Tobyhanna man who was also charged with possession and intent to deliver cocaine.

David Santos, 40, of Tobyhanna, was arrested on charges of possession of drug paraphernalia, possession of a controlled substance, purchase or receipt of a controlled substance, patronizing a prostitute, criminal of a communication facility and possession of a controlled substance with intent to deliver.He was arraigned before Magisterial District Judge Kristine Anzini of Stroudsburg.Santos was apprehended on Seventh Street after he arranged an encounter with an undercover officer acting as a prostitute.In an affidavit, Detective Kim Lippincott of the district attorney's office said she and representatives of several law enforcement agencies set up devices in the hotel in which set-up meetings were live-streamed to a surveillance room. www.backpage.com in the "dating" section "women seeking men," which authorities knew was being utilized to advertise for prostitution.Lippincott said at 9:37 a.m. Thursday, Santos responded to the advertisement. The detective said she fielded the call, during which time Santos told her he wanted to arrange a one-hour session for $180. In a second call, Santos told the officer he would bring "snow," to the planned session so that he and the prostitute could party.Santos was instructed to go toNorth Seventh Street, Stroudsburg, the location of the Monroe County Detective's Center. Less than a half hour later, detectives Michael Kreischer and Mario Orlando took Santos into custody. A search of his vehicle resulted in police finding two bags of cocaine that Santos admitted having purchased in a New York City restaurant. Santos told police he had been drinking all morning and had used two lines of cocaine prior to coming to meet the woman.
