Lehigh man gets prison for sending photos to teen

A Lehigh County man, who police said sent improper photos to a teenage girl via social media, was sentenced to a county prison term in Carbon County court this week.

Samuel James Dotter, 33, of Schnecksville, formerly of Walnutport, was sentenced by President Judge Roger N. Nanovic II to serve a total of one day less 12 to one day less 24 months in the county prison on charges of corruption of a minorand indecent exposure. The jail term will be followed by two years of probation.He previously pleaded to the charges. In a plea bargain two counts of unlawful contact with a minor and one count of harassment were dropped.On Aug. 7, 2016, Palmerton police detective Kevin K. Buck received a report that a then 16-year-old female had received several electronically transmitted pictures of a male's private area that were sent to her via Facebook by a user identified as Sam Dotter.Through a search warrant, police found evidence that Dotter contacted the victim via Messenger and held a conversation with her. After several messages, Dotter sent the victim five pictures of his private area.At that time, the victim told Dotter her age, and he responded that he would "definitely" have sex with her.Dotter sent three more pictures to the victim, who said she then blocked him on Facebook and contacted borough police.On Sept. 26, Buck received three different phone numbers linked to Dotter. Buck tried to call all three numbers, but found two of them to be disconnected and a third one belonged to someone else.Buck contacted the Walnutport police, where Dotter resided at the time, and requested that they make contact with him at his residence.Dotter was told to contact Palmerton police immediately, but he failed to do so.On Sept. 27, 2016, Buck went to the residence in Walnutport, but was unable to make contact with Dotter, though he was able to speak with him on a different phone number.Dotter told Buck he would come to the Palmerton police station later that day. However, Dotter failed to show or contact Buck.Police later arrested Dotter and he failed to post bail and was placed in the county prison in Nesquehoning.Because the corruption charge falls under the provisions of Megan's Law, Dotter will have to register as a sexual offender for the next 15 years.Nanovic also ordered Dotter to submit to a sexual offender evaluation, supply a DNA sample, get a drug and alcohol evaluation, zero tolerance for drug and alcohol use, have no contact with the victim, have no Internet access without appropriate safe guards approved by the adult probation office, pay court costs of about $1,000 and pay a $50 per month supervision fee while on parole and probation.He was given credit for 253 days already spent in prison on the charges.Reporter Terry Ahner contributed to this story.
