A Monroe County man, who threw rocks out of his apartment window at cars, entered a guilty plea on Tuesday in Carbon County court.

Matthew Fredrick Palenzuela, 69, of East Stroudsburg, pleaded to two counts of reckless endangering another person and one count of propelling missiles into occupied vehicles. In exchange for the plea the district attorney's office dropped counts of aggravated assault and criminal mischief.Palenzuela was charged by Lehighton police for an incident on Feb. 17, 2014, while he resided in an apartment at 178 S. First St.Borough police charged him with dropping large rocks, one of them weighing an estimated five pounds, onto vehicles from his third floor apartment along Route 209.Two of the vehicles were moving when the rocks struck their windshields. An elderly couple was in one car, and a woman and young children were in the other car. Palenzuela said he tossed the rocks because he was depressed.Arresting officer Neal A. Ebbert said the incident happened around 12:20 p.m.When Ebbert arrived on scene, a witness pointed out where the rocks that hit the vehicles originated.According to the affidavit, Ebbert said when police went to the man's door, he failed to answer.Police forced their way into the apartment and Palenzuela was "seated on the couch holding approximately a 12-inch knife to his midsection." Police disarmed Palenzuela without incident.Marvin Fritzinger Jr. and Kathryn O'Brian occupied one car and Candace Gandy was in the other car with her two children.The parked vehicle was a 2006 Jaguar with a sun roof, owned by Christopher R. Eberly.A rock, estimated to weigh 5 pounds, went through the sun roof and was found on the front seat.Defense attorney Matthew Mottola, of the public defender's office, said his client has had mental issues for some time. He has gone through counseling and spent time in the Norristown Hospital for the mentally ill. He is currently residing in a group home in Monroe County. Mottola said Palenzuela has spent 867 days in either jail or mental health facilities since the incident.Serfass placed him on probation for 36 months and ordered he continue his counseling, make restitution for damages totaling $2,546.83, pay court costs of about $1,000 and a $50 per month supervision fee while on probation.Ron Gower contributed to this article
