No decision for PennEast compressor in Kidder

Carbon County Planning Commission officials again could not make a recommendation on a proposed natural gas compressor station in Kidder Township.

On Tuesday, the planning commission reviewed the proposed PennEast pipeline compressor station, located near Route 940 in Kidder near Jack Frost Ski Resort for a second time.The plans call for developing approximately 19.3 acres with three 15,900-horsepower gas-driven Solar Mars compressors, space for an additional compressor, an office/warehouse building, three compressor motor control center buildings, a gas cooler motor control center building, a main motor control center building, a flammable materials shed and additional outbuildings and ancillary equipment areas.Ivan O. Meixell Jr., county planner, said some areas of the previous review have been addressed by PennEast, but there are still areas of non compliance to Kidder Township's land development ordinances.The plan cannot be approved unless it has been approved by the Pennsylvania Department of Environmental Protection or the Carbon County Conservation District.Permits such as highway occupancy, sewage, stormwater and erosion and sedimentation control are outstanding at this time.Meixell said the land development plan is currently under review by DEP and the United States Army Corp. of Engineers as part of the joint permitting and NPDES permitting processes.The commission then took no action on the review, stating that it "cannot recommend preliminary plan or conditional preliminary plan approval at this time under the current Kidder Township SALDO requirements.""It's a neutral review," Meixell said.The land that the proposed compressor station will be situated on was purchased from Blue Ridge Real Estate Company and will serve the approximate 120-mile PennEast natural gas pipeline proposed to travel from Luzerne County through a portion of Carbon and to New Jersey.In other matters, the planning commission made recommendations on the following plans:• Gloria A. DeSousa and Cathy A. Fies received approval for their proposed subdivision/lot line revision at 338/430 Beaver Run Road, Lehighton. The plans call for subdividing a 1.748-acre lot into two lots and then combining those lots into lots owned by DeSousa and Fies to create a 1.217-acre lot and a 1.220-acre lot.• Joseph G. and Donna M. Bannon received approval for a proposed lot line revision at 214 Eliot Lane, Towamensing Trails, Penn Forest Township. The plans call for combining two lots to create a new lot.• Edward Kanick and William J. and Kathleen J. Kirklosky received approval for a proposed subdivision/lot line revision at 280 W. White Bear Drive, Summit Hill. The plans call for subdividing 3.006 acres off a 32.205-acre lot owned by Kanick and combining it with 7.302 acres owned by Kirklosky to create a new 10.308-acre lot.• Leonard H. Breiner received conditional plan rejection for a proposed subdivision/lot line revision at 450/455 Wintergreen Road, Towamensing Township. The plans call for subdividing a 5.71-acre lot into two lots and combining the two lots to two additional lots.
