Tamaqua police issued the following citations:

• Russell J. Nelson, 36, of 176 Penn St., Tamaqua, was cited for theft and receiving stolen property after failing to return a cellphone to its owner. Nelson picked up the phone in the parking lot at 222 E. Broad St. on Jan. 13, after the owner dropped it on his way to his car.• Andrew Owen Bensinger, 30, of 115 Catawissa St., Tamaqua, was cited for indirect criminal contempt of court after he repeatedly made contact with a Tamaqua woman who holds a protection from abuse order against him. Bensinger went to her home several times on Jan. 25 and also sent numerous text messages to her cellphone.
