Seventeen first-time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition probation program this week by Judge Steven R. Serfass.

If a person successfully completes all conditions of the program their record is wiped clean. However, if they fail to complete it or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year unless otherwise noted.Thomas L. Lienhard Jr.,63, of Jim Thorpe, was placed for two years on charges of aggravated and simple assault and recklessly endangering another person. He was arrested on Aug. 4, 2016, by Jim Thorpe police along Old Piney Road following an incident when he allegedly fired shots near a neighbor's property. Serfass questioned the placement but said he would go along with it after he was told the victims and police agreed to the placement.Lienhard was assessed $650 for the cost of the program and ordered to get both drug and alcohol and mental health evaluations and follow any recommendations for treatment, zero tolerance for drug and alcohol use, render 100 hours of community service and have no contact with the victims.Barry T. Phillips, 37, of Jim Thorpe, was placed for two years on charges of simple assault and criminal mischief. He was arrested on Sept. 27, 2016, along North Street near his home where police said he allegedly assaulted his neighborduring a "neighbors" dispute. He also was accused of smashingthe neighbor's cellular phone. Serfass also questioned this placement butthe neighbor, who was present, agreed to the placement.Phillips was assessed $450 and ordered to render 100 hours of community service, make restitution of $1,603.78 and have no contact with the victim.Shanna Mae Hricik, 25, of Lehighton, was placed on charges of possession/sale/display documents and a possession of a controlled substance. She was arrested on Sept. 18, 2016, by Lehighton police in the 100 block of Iron Street.She was assessed $450 and ordered to get a drug and alcohol evaluation, zero tolerance for drug and alcohol use and render 50 hours of community service.Kayla Marie Litchauer, 26, of Lehighton, was placed on a driving under the influence charge. She was arrested on July 1, 2016, along Seventh Street in Lehighton by state police at Lehighton. A test revealed a 0.08 BAC.She was assessed $450 and ordered to render 50 hours of community service.Michael George Pavlosky, 39, of Brookville, Jefferson County, was placed on a DUI charge. He was arrested on Aug. 29, 2014, along Route 903 in Penn Forest Township by state police at Lehighton. A test revealed a 0.11 BAC.He was assessed $500 and ordered to render 50 hours of community service and license suspended for 30 days.Zach Lee Rabenold, 40, of Lehighton, was placed for six months on a DUI charge. He was arrested on Sept. 20, 2015, along Cypress Street in Lehighton by state police at Lehighton. A test revealed a 0.12 BAC.He was assessed $650 and ordered to render 50 hours of community service and license suspended for 30 days.Craig Robert Silliman, 23, of Lehighton, was placed on a DUI charge. He was arrested on Aug. 19, 2016, along Blakeslee Boulevard Drive by Lehighton police. A test revealed the presence of a controlled substance.He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.John Stephen Borrell, 26, of Oreland, Montgomery County, was placed on a DUI charge. He was arrested on Feb. 2, 2016, along Route 209 in Franklin Township by state police at Lehighton. A test revealed a 0.18 BAC.He was assessed $550 and ordered to render 50 hours of community service and license suspended for 60 days.Rocco Delio,42, of Jim Thorpe, was placed on a DUI charge. He was arrested on Sept. 8, 2016, along Harrity Road by Franklin Township police. He refused a blood test.He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.Jean Francis Detrick, 54, of Walnutport, was placed on a DUI charge. She was arrested on Sept. 1, 2016, along Route 248 in Lower Towamensing Township by state police at Lehighton. A test revealed a 0.14 BAC.She was assessed $500 and ordered to render 50 hours of community service and license suspended for 30 days.Lisa Ann Frable, 41, of Lehighton, was placed on a possession of a controlled substance charge. She was arrested on Sept. 27, 2016, along Fireline Road at White Street in Bowmanstown by state police at Lehighton.She was assessed $450 and ordered to get a drug and alcohol evaluation and render 50 hours of community service.Stephen Edward Gaul Jr., 52, of Kunkletown, was placed on a DUI charge. He was arrested on March 12, 2016, along Route 209 in Franklin Township by state police at Lehighton. A test revealed a 0.09 BAC.He was assessed $450 and ordered to render 50 hours of community service.Matthew Aaron Gintvainis, 20, of Philadelphia, was placed on a DUI charge. He was arrested on May 27, 2016, by Franklin Township police along Long Run Road. A test revealed a 0.06 BAC.He was assessed $450 and ordered to render 50 hours of community service and license suspended for 90 days.Joseph Robert Premecz, 32, of Allentown, was placed on a DUI charge. He was arrested on July 2, 2016, along Pohopoco Drive in Franklin Township by state police at Lehighton. A test revealed the presence of a controlled substance.He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.Christopher Rodger Scott,30, of Bethlehem, was placed for six months on a charge of possession of a small amount of marijuana. He was arrested on July 2, 2016, in the area of Pohopoco Drive in Franklin Township by state police at Lehighton. This is a companion to the Premecz case.He was assessed $450 and ordered to render 25 hours of community service and get a drug and alcohol evaluation.Randy Stevens,24, of Lehighton, was placed for two years on a charge of criminal trespass. He was arrested on Feb. 26, 2016, by Franklin Township police for an incident at Schlier's Towing, along Interchange Road.He was assessed $450 and ordered to render 100 hours of community service.Brent Cody Washburn,22, of Palmerton, was placed for six months on a charge of possession of a small amount of marijuana. He was arrested on June 17, 2016, at Beltzville State Park in Towamensing Township by park rangers.He was assessed $450 and ordered to get a drug and alcohol evaluation and render 25 hours of community service.Each defendant must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program.
