Schuylkill woman is charged with leaving kids outside in bad weather

A Schuylkill County woman has been charged with leaving her three daughters outside in inclement weather while she and her boyfriend were found asleep inside the home, apparently under the influence of narcotics.

State police at Frackville said troopers responded at 4:03 p.m. Monday to 1227 Walnut St. in Ashland for a report of three children outside in inclement weather. On scene troopers found three females, ages 10 and two who are 7. Troopers said they were unable to enter the residence.Troopers entered the home and a search found the mother, Carol Talanca, 35, and her boyfriend, name not released, sleeping. The mother and the boyfriend appeared to be under the influence of narcotics, troopers said, and unaware of what day it was as well as the time of day.The children were placed in the custody of the Schuylkill County Children and Youth Services. The mother will have criminal charges of recklessly endangering another person and endangering the welfare of a child filed against her at the office of District Judge Christina Hale, of Frackville, troopers said.
