Pocono Mountain Regional Police report on arrests

Pocono Mountain Regional Police reported the following incidents:

An Ohio driver is facing a charge of driving under the influence. Police responded to a crash at 1:14 a.m. on Dec. 16 along Route 115 in Blakeslee, Tobyhanna Township, Monroe County. On scene the officers found a green Honda stuck in the snow and mud with damage to the left front. The driver was identified as Richard Rosario, 47, of Palma. He was found to be under the influence, failed field sobriety tests and was taken for a blood test, which he refused. Police also found a 25-ounce can of beer outside the driver's door of the vehicle.Rosario was temporarily committed to the county prison in Snydersville, but was later released upon arraignment. In addition to DUI, he was also charged with driving without a license.Police cited a New Jersey man for public drunkenness.Pocono Mountain Regional police were on patrol in Barrett Township at 9:16 p.m. on Fridaywhen they observed a man walking partially in the roadway on Route 390 near Route 447. The man appeared to be intoxicated and was uncooperative with the officers.He was identified as Marcin K. Luba, 40, of 46 E. 19th St., Bayonne. He was taken into custody and placed in the county prison in Snydersville.
